This could be expla<strong>in</strong>ed <strong>in</strong> severalways: respondents honestly assess these criteria highlyand equally; respondents are uncritical when provid<strong>in</strong>gtheir scores; or <strong>in</strong>terviewers have not clearly expla<strong>in</strong>ed themean<strong>in</strong>g <strong>of</strong> each criterion.
