Residual wastewaternutrients have reduced the need for supplemental fertilizer. Calculations show the cost <strong>of</strong> supply<strong>in</strong>greclaimed wastewater was equal to or less than alternative supply costs. Reclamation <strong>of</strong> wastewateralso provides a reliable, susta<strong>in</strong>able water supply to help reduce poverty among subsistence farmers,<strong>in</strong>clud<strong>in</strong>g those from ethnic m<strong>in</strong>orities.The Buon Ma Thuot City separate sewerage system is the first <strong>of</strong> its k<strong>in</strong>d <strong>in</strong> <strong>Vietnam</strong>. The connection<strong>of</strong> households to a separate sewer system has never before been attempted <strong>in</strong> <strong>Vietnam</strong>. Thus, theexperience ga<strong>in</strong>ed through this project should provide valuable <strong>in</strong>sight for similar future projects.The selected sewerage option was a low-cost, small-bore sewerage scheme, based on plasticsand pipel<strong>in</strong>es. The comb<strong>in</strong>ation <strong>of</strong> waste stabilization ponds and water reclamation presents a goodexample <strong>of</strong> a successful low-cost sanitation option.Early plann<strong>in</strong>g <strong>of</strong> house connection activities is essential. For example, the house connectionadm<strong>in</strong>istrative unit must take an active role <strong>in</strong> promotion to end-users. The <strong>in</strong>stitutional frameworkmust decree mandatory connection.IEC promotion will stimulate positive community response.Government capital subsidy to households creates favorable conditions for implementation, but toensure the f<strong>in</strong>ancial susta<strong>in</strong>ability <strong>of</strong> the sanitation system, the “polluter pays” pr<strong>in</strong>ciple should beapplied.ProjectRationalImplementerProgram approach andactivitiesWater supply and sanitation for small towns program (<strong>WSP</strong>ST)Improvement <strong>of</strong> water supply and sanitation situation <strong>in</strong> the 4th and 5th category towns <strong>in</strong> thenorthern delta and mounta<strong>in</strong>ous areas, with technical and f<strong>in</strong>ancial support (grant and loan) from theF<strong>in</strong>ish Government (2002 – 2011).Department <strong>of</strong> Construction <strong>in</strong> four prov<strong>in</strong>ces: Hai Phong, Hung Yen, Thai B<strong>in</strong>h and Bac Kan.Provision <strong>of</strong> centralized water supply systems under the loan agreement provided that the capitaland operation and management (O&M) costs <strong>of</strong> the system will be fully recovered.
