<strong>Economic</strong> <strong>Assessment</strong> <strong>of</strong> <strong>Sanitation</strong> <strong>Interventions</strong> <strong>in</strong> <strong>Vietnam</strong> | Discussionlow-cost wastewater treatment options (maturation pond),which allow an environmental-friendly pathogen removaland polish<strong>in</strong>g/maturation treatment step, before treatedwastewater is discharged <strong>in</strong>to Ha Long Bay. Besides, withwastewater treatment plants and capacity build<strong>in</strong>g componentfor the Urban Environmental Companies, septictank sludge management has been improved. Furthermore,add<strong>in</strong>g a solid waste management component todra<strong>in</strong>age and sewerage activities reduces negative impactsfurther.The environmental sanitation project for Buon Ma ThuotCity has shown that separate, small-bore sewerage systemswithout a septic tank can work <strong>in</strong> urban areas <strong>of</strong> <strong>Vietnam</strong>.The experience ga<strong>in</strong>ed through the connection <strong>of</strong> householdsto a separate sewerage system <strong>in</strong> Buon Ma ThuotCity should provide valuable <strong>in</strong>sights for future similarprojects <strong>in</strong> <strong>Vietnam</strong>. The use <strong>of</strong> waste stabilization ponds<strong>in</strong> series and water reclamation <strong>in</strong> Buon Ma Thuot alsoprovides a good demonstration <strong>of</strong> successful low-cost sanitation.The Water Supply and <strong>Sanitation</strong> for Small Towns <strong>in</strong> <strong>Vietnam</strong>Program (<strong>WSP</strong>ST) provides good examples <strong>of</strong> scal<strong>in</strong>gup. The project shows the importance <strong>of</strong> studies andtra<strong>in</strong><strong>in</strong>g to support implementation, <strong>in</strong>clud<strong>in</strong>g: a socio-economicsurvey; and studies <strong>in</strong>to will<strong>in</strong>gness to pay and commitmentto connect, capacity build<strong>in</strong>g, a human resourcedevelopment strategy, awareness-rais<strong>in</strong>g programs, evaluation<strong>of</strong> different technological options, and project monitor<strong>in</strong>gand evaluation. Currently the project is conduct<strong>in</strong>gits second phase, <strong>in</strong> which lessons learned are be<strong>in</strong>g utilized<strong>in</strong> water supply and sanitation <strong>in</strong> another four prov<strong>in</strong>ces <strong>in</strong>the northern mounta<strong>in</strong>s.The Cuu Long Delta Rural Water Supply Project has alsodemonstrated key f<strong>in</strong>d<strong>in</strong>gs for dissem<strong>in</strong>ation. The <strong>Vietnam</strong>esecentral and local authorities should make moreeffort to set up cont<strong>in</strong>uous community participation andhealth promotion programs with<strong>in</strong> and beyond the projectframework. A clear mandate and operational mechanismfor f<strong>in</strong>anc<strong>in</strong>g, implement<strong>in</strong>g, and monitor<strong>in</strong>g andevaluat<strong>in</strong>g these activities at the prov<strong>in</strong>cial level should beset up. Co-f<strong>in</strong>anc<strong>in</strong>g among relevant local authorities <strong>in</strong>creasesthe efficiency and susta<strong>in</strong>ability <strong>of</strong> services.Models <strong>of</strong> <strong>Sanitation</strong>, Hygiene and Water ImprovementProject (SHWIP) supported by <strong>in</strong>ternational NGOs, suchas Plan <strong>in</strong> Quang Ngai, YWAM <strong>in</strong> Lai Xa, Hanoi, InternationalDevelopment Enterprises (IDE) <strong>in</strong> Quang Nam,and SNV biogas program with the M<strong>in</strong>istry <strong>of</strong> Agricultureand Rural Development, are very good demonstration cases.The Quang Ngai project shows that better coord<strong>in</strong>ationand <strong>in</strong>tegration between project and government activitiesis necessary for better resource mobilization, efficiency andsusta<strong>in</strong>ability.An important f<strong>in</strong>d<strong>in</strong>g <strong>in</strong> the project supported by IDEwas that the <strong>in</strong>crease <strong>in</strong> demand was achieved without us<strong>in</strong>gcapital cost subsidies. This was accomplished by us<strong>in</strong>glocally available market <strong>in</strong>novations that suited local lifestyles,and most importantly, through effective communication.Now that the project has been completed, privatesector providers can cont<strong>in</strong>ue to serve rural communities.It has been shown that masons can now supply spare partsand provide post-sale services to exist<strong>in</strong>g customers, caterto the demands <strong>of</strong> new customers, and even expand theircustomer base and bus<strong>in</strong>ess through <strong>in</strong>novative local promotionalstrategies.At Lai Xa, the population’s <strong>in</strong>terest <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g cleanl<strong>in</strong>essand wastewater reuse were key factors <strong>in</strong> promot<strong>in</strong>gparticipation demand and will<strong>in</strong>gness-to-pay for wastewatertreatment. Analysis also shows that hamlet and communeadm<strong>in</strong>istrations can play an effective coord<strong>in</strong>at<strong>in</strong>grole <strong>in</strong> the project when management capacities are re<strong>in</strong>forced.As <strong>Vietnam</strong> aims to improve sanitation coverage<strong>in</strong> the com<strong>in</strong>g years, a pilot effort like the Lai Xa projectdemonstrates the promis<strong>in</strong>g option <strong>of</strong> <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> decentralizedwastewater management. A decentralized low-costsanitation approach that <strong>in</strong>volves appropriate technical optionsand management schemes, and <strong>in</strong>creased <strong>in</strong>vestment<strong>in</strong> IEC and behavior change activities should be stronglypromoted <strong>in</strong> future projects.As seen <strong>in</strong> Lai Xa, some level <strong>of</strong> decentralized sanitationresponsibility could effectively improve sanitation coverage<strong>in</strong> <strong>Vietnam</strong> if management and technical capacities are re<strong>in</strong>forcedat lower <strong>in</strong>stitutional level.
