This section provides a summary <strong>of</strong> lessons learned.7.2.1 URBAN SANITATION PROJECTSIn most projects, the challenges faced relate to: technologicaloption selection; the quality <strong>of</strong> design and construction;consultant competency; adm<strong>in</strong>istrative appraisal procedures;low rates <strong>of</strong> household connection; f<strong>in</strong>ancial susta<strong>in</strong>ability;and local capacity for operation and ma<strong>in</strong>tenance(O&M), monitor<strong>in</strong>g, evaluation and control <strong>in</strong> the projectdef<strong>in</strong>ition stages.Most urban sanitation projects are associated with externalsupport. Over 80% <strong>of</strong> urban sanitation fund<strong>in</strong>g comesfrom <strong>of</strong>ficial development assistance (ODA) contributions(World Bank, 2006).A systematic and comprehensive approach for project formulation,management, implementation and evaluation isnecessary to ensure the project success and susta<strong>in</strong>ability,where the follow<strong>in</strong>g elements are crucial: (a) dur<strong>in</strong>g <strong>in</strong>vestmentstudies–socio-economic survey, and studies on will<strong>in</strong>gnessto pay and commitment to connect to sewerage;(b) activities accompany<strong>in</strong>g <strong>in</strong>frastructure developmentcapacitybuild<strong>in</strong>g, human resource development strategy,management model and f<strong>in</strong>ancial structure, awareness-rais<strong>in</strong>gprograms, evaluation <strong>of</strong> different technological options;and (c) project monitor<strong>in</strong>g and evaluation.A range <strong>of</strong> sanitation approaches and technologies mustbe considered while a project is under development. Localaspects to be considered <strong>in</strong>clude low-<strong>in</strong>comes, topographicaland other natural features, and other socio-economicalconditions. Some <strong>in</strong>itial options to be considered are:comb<strong>in</strong>ed sewerage and dra<strong>in</strong>age versus a separate system;centralized versus decentralized sanitation schemes; conventionalversus high-tech or low-cost technological options;or a comb<strong>in</strong>ation <strong>of</strong> these. The proper collection,treatment and disposal <strong>of</strong> sludge from septic tanks needsspecial attention <strong>in</strong> <strong>Vietnam</strong>. Also, urban environmentalsanitation projects commonly do not <strong>in</strong>clude tertiarytreatment <strong>of</strong> sewage and provid<strong>in</strong>g a dra<strong>in</strong>age network forstormwater. An appropriate technical solution for a comb<strong>in</strong>edsewerage and dra<strong>in</strong>age network should be developed<strong>in</strong> order to avoid untreated wastewater from sewers.
