insight into costs, risks, quality, ease <strong>of</strong> use, and alternatives; it described <strong>the</strong> shortcomings <strong>of</strong><br />

technologies as well as <strong>the</strong> advantages. Thus, readers knew where to go for more information and<br />

what questions to ask.<br />

Readers gained knowledge that allowed <strong>the</strong>m to make well-informed plans and decide on <strong>the</strong> best<br />

route to selecting and adopting technology that met <strong>the</strong>ir particular needs.<br />

The <strong>SEI</strong> Contribution<br />

Developing <strong>the</strong> S<strong>of</strong>tware Technology Reference Guide was a cooperative effort <strong>of</strong> <strong>the</strong> <strong>SEI</strong>, defense<br />

contractors, and <strong>the</strong> U.S. Air Force. The <strong>SEI</strong> members <strong>of</strong> <strong>the</strong> development team established<br />

<strong>the</strong> project direction, evolved <strong>the</strong> template <strong>of</strong> <strong>the</strong> technology descriptions, wrote some <strong>of</strong> <strong>the</strong> technology<br />

descriptions, integrated and edited contributions from all team members, published <strong>the</strong><br />

document, and made it available to <strong>the</strong> public through <strong>the</strong> <strong>SEI</strong> website in both document and interactive<br />

online versions. Prior to this effort, no o<strong>the</strong>r source provided <strong>the</strong> same type <strong>of</strong> s<strong>of</strong>tware<br />

technology information in one place. The knowledge provided in <strong>the</strong> guide enabled <strong>the</strong> Air Force<br />

to systematically plan <strong>the</strong> research and development and technology insertion required to meet<br />

current and future Air Force needs, from <strong>the</strong> upgrade and evolution <strong>of</strong> current systems to <strong>the</strong> development<br />

<strong>of</strong> new systems. The web-enabled version, in particular, gave <strong>the</strong> same benefits to <strong>the</strong><br />

broader community. In fact, <strong>the</strong> STRG was <strong>the</strong> number one most referenced set <strong>of</strong> webpages at<br />

<strong>the</strong> <strong>SEI</strong> for several years.<br />
