It is obvious, however, that any proposals regard<strong>in</strong>g the development and<br />
application of TCBMs <strong>in</strong> outer space deserve careful attention and profound<br />
review.<br />
CONCLUSIONS<br />
TCBMs are an <strong>in</strong>tegral part of the <strong>in</strong>ternational legal framework of<br />
<strong>in</strong>ternational security, prevention of armed confl ict and progress <strong>in</strong> the fi eld<br />
of disarmament.<br />
<strong>The</strong>y are closely related to the issue of prevention of an arms race <strong>in</strong> outer<br />
space.<br />
<strong>The</strong>y contribute to the progress toward reach<strong>in</strong>g agreement on prohibit<strong>in</strong>g<br />
the placement of weapons <strong>in</strong> outer space.<br />
TCBMs, with all their importance and relevance for security <strong>in</strong> outer space,<br />
cannot substitute for comprehensive legal obligations on the prevention of<br />
an arms race <strong>in</strong> outer space.<br />
<strong>The</strong> draft<strong>in</strong>g of a treaty prohibit<strong>in</strong>g the weaponization of outer space should<br />
go <strong>in</strong> parallel with the development of TCBMs.<br />
<strong>The</strong>y can play an <strong>in</strong>dependent role <strong>in</strong> ensur<strong>in</strong>g space security and rema<strong>in</strong><br />
an <strong>in</strong>tegral part of the control mechanism of a treaty prohibit<strong>in</strong>g the<br />
deployment of weapons <strong>in</strong> outer space.<br />
In develop<strong>in</strong>g TCBMs we should take <strong>in</strong>to account the need to strengthen<br />
<strong>in</strong>ternational trust and protect the <strong>in</strong>terests of national security, with due<br />
regard to differences <strong>in</strong> the space capabilities of states, and the measures<br />
should be clear to all and, no less importantly, be feasible.<br />
TCBMs may be developed and applied bilaterally, multilaterally, regionally<br />
or globally.<br />
<strong>The</strong> issue of TCBMs rema<strong>in</strong> valid and require cont<strong>in</strong>uous attention and<br />
further development.
