A short reference will be made to some of the ma<strong>in</strong> conclusions and<br />
common denom<strong>in</strong>ators stemm<strong>in</strong>g from the doctr<strong>in</strong>e and relevant UN<br />
documents considered by the ILA <strong>Space</strong> Law Committee <strong>in</strong> 2007.<br />
As expressed at the outset, for the specifi c topic of space debris, the ILA<br />
Committee took as reference a number of research projects on the matter<br />
developed by the present writer <strong>in</strong> the framework of the University of<br />
Buenos Aires and the National Council for Scientifi c and Technical Research<br />
of Argent<strong>in</strong>a. Likewise, the University of Cologne and its Air and <strong>Space</strong> Law<br />
Institute have been show<strong>in</strong>g <strong>in</strong>terest<strong>in</strong>g progress on legal aspects of space<br />
debris. In 1988 this <strong>in</strong>stitute—whose director at the time was Karl-He<strong>in</strong>z<br />
Böckstiegel—organized an <strong>in</strong>ternational colloquium <strong>in</strong> cooperation with<br />
the International Institute of <strong>Space</strong> Law and the <strong>Space</strong> Law Committee<br />
of the International Law Association. 17 Also of great importance were the<br />
different views and recommendations of the members of the ILA <strong>Space</strong><br />
Law Committee, based on their experience and dedication to these<br />
subjects, thus enabl<strong>in</strong>g the conduction of our objectives <strong>in</strong> a realistic<br />
manner. <strong>The</strong> emerg<strong>in</strong>g conclusions led the ILA to take up this subject for<br />
future work and discussion at its biennial conferences, which, as previously<br />
expla<strong>in</strong>ed, resulted <strong>in</strong> an <strong>in</strong>ternational <strong>in</strong>strument address<strong>in</strong>g the various<br />
legal implications of this topic.<br />
<strong>The</strong> latest doctr<strong>in</strong>e considered by the ILA was also drawn from other<br />
<strong>in</strong>ternational and regional <strong>in</strong>stitutions—private and public—address<strong>in</strong>g the<br />
subject. On the governmental level, as said earlier, special attention was<br />
given, among others, to the various UN documents on the matter and the<br />
2004 European Code of Conduct for <strong>Space</strong> Debris Mitigation.<br />
On the private level 2007 was marked by a number of meet<strong>in</strong>gs which<br />
created further awareness on the need to give a more precise mean<strong>in</strong>g<br />
to the general pr<strong>in</strong>ciples of the Outer <strong>Space</strong> Treaty and other sources of<br />
<strong>in</strong>ternational law applicable to the mitigation of space debris. On 8–9<br />
October 2007 a meet<strong>in</strong>g convened under the head<strong>in</strong>g Civil Society and<br />
Outer <strong>Space</strong> Forum 2007 took place at the Vienna International Centre with<br />
strong emphasis on security <strong>in</strong> outer space. This forum brought together a<br />
considerable number of non-governmental organizations <strong>in</strong>volved, <strong>in</strong> one<br />
way or another, <strong>in</strong> outer space activities and their regulation. <strong>The</strong> author<br />
was assigned the topic Registration and the Mitigation of <strong>Space</strong> Debris on<br />
a panel address<strong>in</strong>g “Safeguard<strong>in</strong>g <strong>Space</strong>” together with Patricia Lewis, then<br />
Director of <strong>UNIDIR</strong>, Ray Williamson, Executive Director of the Secure World
