Buenos Aires International Instrument on the Protection of the Environment<br />
from Damage Caused by <strong>Space</strong> Debris<br />
Article 1: Defi nitions<br />
For the purposes of this Instrument:<br />
(a) “Contam<strong>in</strong>ation/pollution” means a human modifi cation of the<br />
environment by the <strong>in</strong>troduction of undesirable elements or by the<br />
undesirable use of those elements.<br />
(b) “Contam<strong>in</strong>ation/pollution” will be considered as synonyms and are<br />
<strong>in</strong>clusive of all harmful elements other than space debris.<br />
(c) “<strong>Space</strong> debris” means man-made objects <strong>in</strong> outer space, other than<br />
active or otherwise useful satellites, when no change can reasonably be<br />
expected <strong>in</strong> these conditions <strong>in</strong> the foreseeable future.<br />
<strong>Space</strong> debris may result, <strong>in</strong>ter alia, from:<br />
Rout<strong>in</strong>e space operations <strong>in</strong>clud<strong>in</strong>g spent stages of rockets and space<br />
vehicles, and hardware released dur<strong>in</strong>g normal manoeuvres.<br />
Orbital explosions and satellite breakups, whether <strong>in</strong>tentional or<br />
accidental.<br />
Collision-generated debris.<br />
Particles and other forms of pollution ejected, for example, by sol id rocket<br />
exhaust.<br />
Abandoned satellites.<br />
(d) “Environment”, for the purposes of this Instrument, <strong>in</strong>cludes both<br />
the outer space and earth environments with<strong>in</strong> or beyond national<br />
jurisdiction.<br />
(e) “Damage” means loss of life, personal <strong>in</strong>jury or other impairment of<br />
health, or loss of or damage to property of States or of persons, natural or<br />
juridical, or property of <strong>in</strong>ternational <strong>in</strong>tergovernmental organisations, or<br />
any adverse modifi cation of the environment of areas with<strong>in</strong> or beyond<br />
national jurisdiction or control.<br />
