humanitarian workers to reach the effected locations. Road blocks were<br />

easily seen and clearance equipment was thus sent to the places where<br />

they were most needed. <strong>The</strong>re was a reduction <strong>in</strong> guesswork and thus more<br />

effective use of donor aid—and more people were assisted as a result.<br />

Due to global climate change, more natural disasters will occur, such as<br />

fl ood<strong>in</strong>g of low-ly<strong>in</strong>g island states and regions, such as river deltas. Satellites<br />

have great potential for enhanc<strong>in</strong>g disaster response and management and<br />

therefore for risk reduction. Thus the next generation must fully <strong>in</strong>corporate<br />

the use of space to ensure that the Millennium Development Goals are<br />

met, especially <strong>in</strong> develop<strong>in</strong>g countries.<br />

In present<strong>in</strong>g the annual <strong>Space</strong> <strong>Security</strong> Index, Jessica West of Project<br />

Ploughshares Canada discussed the current and future requirements for<br />

provid<strong>in</strong>g space security. Key measures would <strong>in</strong>clude an annual assessment,<br />

TCBMs, as well as the development of a global policy to ensure free access to<br />

space. <strong>The</strong> goal of space security should be to secure and susta<strong>in</strong> freedom <strong>in</strong><br />

space for all. Key challenges <strong>in</strong>clude protect<strong>in</strong>g the operat<strong>in</strong>g environment,<br />

particularly with respect to prevent<strong>in</strong>g space debris to mitigate the risk of<br />

collision, given the grow<strong>in</strong>g number and diversity of actors <strong>in</strong> space as well<br />

as the proliferation of technologies.<br />

<strong>Space</strong> debris is an <strong>in</strong>discrim<strong>in</strong>ate threat for all space-far<strong>in</strong>g nations and<br />

all space users. <strong>The</strong> largest <strong>in</strong>crease <strong>in</strong> debris occurred <strong>in</strong> 2007 with the<br />

destruction of a Ch<strong>in</strong>ese satellite. More actors <strong>in</strong> space will mean <strong>in</strong>creased<br />

debris—it should be remembered that the <strong>in</strong>ternational guidel<strong>in</strong>es<br />

agreed by COPUOS are only voluntary. <strong>The</strong>re is still only a limited ability<br />

to monitor the space environment. Currently, the United States, Russia,<br />

France, Ch<strong>in</strong>a and Ukra<strong>in</strong>e have the capability to monitor space debris.<br />

However, objects smaller than 10cm cannot yet be tracked. An <strong>in</strong>crease<br />

<strong>in</strong> the number of actors <strong>in</strong> space will have the potential to create more<br />

fear, threats and misperception, but at the same time to allow <strong>in</strong>creased<br />

cooperation and economic development. In order to reduce fear, there<br />

should be more <strong>in</strong>ternational cooperation and transparency, particularly<br />

<strong>in</strong>volv<strong>in</strong>g all sectors as civil, military and commercial space assets are, or<br />

soon will be, <strong>in</strong>dist<strong>in</strong>guishable.<br />

Another threat is the development of ballistic missiles and anti-ballistic<br />

missile systems. Technologies developed for missile defences have many<br />

potential threat applications to space-based assets. Currently there is no<br />

space-to-Earth strike capability. However, over time, the comb<strong>in</strong>ation<br />
