SUBSTANTIAL CHANGE OF THE SYSTEM<br />
IN THE PREVIOUSLY EXISTING SHAFT<br />
This is a very key point, referring to those<br />
modernizations which, while radically modifying<br />
the subject lift, are not considered such as<br />
to require the installation of a lift complying<br />
with the Lift Directive, having started from a lift<br />
not in compliance with that Directive.<br />
The UNI 10411 standard under preparation<br />
foresees to identify as a substantial modification:<br />
the “simultaneous replacement of main<br />
components indicated in ‘machine, control panel,<br />
at least one landing door, car and car sling’”<br />
and meaning that the modified lift complies with<br />
EN 81-20:2014 and allowing - if the place layout<br />
and/or structural constraints of the existing<br />
building and/or the maintenance of pre-existing<br />
enclosures prevent compliance with some<br />
requirements of EN 81-20:2014 - to apply<br />
the requirements of EN 81-21.<br />
Always bearing in mind that, according to an<br />
official document of the European Commission,<br />
there is a defined condition following which<br />
the modification of a lift requires the installation<br />
of a lift in compliance with the directive,<br />
even if the initial one is not in this condition.<br />
If only the guide rails and fixings remain out<br />
of the “original” lift, or even the fixings only,<br />
the new lift must comply with the Lift Directive<br />
and therefore must be subject to the conformity<br />
assessment procedures of the Directive.<br />
This means that the installation cannot<br />
be treated as a modification but must be made<br />
in accordance with the requirements in force<br />
for new lifts.<br />
The elements examined by the UNI 10411<br />
standard are many and we’ll cover them in full<br />
in the next issue of <strong>Elevatori</strong> <strong>Magazine</strong>:<br />
• free spaces in the headroom,<br />
• free spaces in the shaft pit,<br />
• balustrade on the car roof,<br />
• apron in the shaft pit,<br />
• distance between car and counterweight,<br />
• landing door features,<br />
• car,<br />
• accessibility for people with disabilities,<br />
• shaft,<br />
• counterweight in a dedicated compartment,<br />
• shaft enclosures,<br />
• maximum distance between subsequent doors,<br />
• machine room,<br />
• ventilation of the machinery space and shaft.<br />
With the previous information we continued<br />
the examination of the UNI 10411 standards<br />
for replacements and modernizations.<br />

MODIFICA SOSTANZIALE DELL’IMPIANTO<br />
NEL VANO DI CORSA PREESISTENTE<br />
Si tratta di un punto molto importante, che<br />
si riferisce a quelle modernizzazioni che,<br />
pur modificando in maniera radicale l’ascensore<br />
assoggettato all’operazione di cui trattasi, non<br />
sono considerate tali da richiedere l’installazione<br />
di un ascensore conforme alla Direttiva Ascensori,<br />
essendo partiti da un ascensore non conforme<br />
a tale direttiva. La norma UNI 10411 in corso di<br />
preparazione prevede di identificare come modifica<br />
sostanziale: la “sostituzione contemporanea<br />
di componenti principali indicati in ‘macchina,<br />
quadro di manovra, almeno una porta di piano,<br />
cabina e arcata’” e intendendo che l’ascensore<br />
modificato sia conforme alla EN 81-20:2014<br />
e consentendo - se la configurazione dei luoghi<br />
e/o vincoli strutturali dell’edificio esistente e/o il<br />
mantenimento delle difese preesistenti impediscono<br />
la conformità ad alcuni requisiti della EN 81-<br />
20:2014 - di applicare i requisiti della EN 81-21.<br />
Tenendo sempre presente che, secondo un<br />
documento ufficiale della Commissione europea,<br />
è definita la condizione a seguito della quale la<br />
modifica di un ascensore richiede l’installazione<br />
di un ascensore conforme alla direttiva, anche<br />
se quello di partenza non è in tale condizione.<br />
Se dell’ascensore ‘di partenza’ rimangono solo<br />
le guide e i fissaggi, oppure anche i soli fissaggi,<br />
l’ascensore nuovo deve risultare conforme<br />
alla Direttiva Ascensori e quindi deve essere<br />
sottoposto alle procedure di valutazione della<br />
conformità della direttiva stessa. Ciò significa che<br />
l’installazione non può essere trattata come una<br />
modifica ma deve essere realizzata in ottemperanza<br />
alle regole stabilite per un ascensore nuovo.<br />
Gli elementi al riguardo presi in esame dalla<br />
norma UNI 10411 sono molteplici e, per motivi<br />
di spazio, ne rimandiamo la trattazione<br />
al prossimo numero di <strong>Elevatori</strong> <strong>Magazine</strong>:<br />
• spazi liberi in testata,<br />
• spazi liberi nella fossa del vano,<br />
• parapetto sul tetto della cabina,<br />
• grembiule nella fossa del vano,<br />
• distanza tra cabina e contrappeso,<br />
• caratteristiche delle porte di piano,<br />
• cabina,<br />
• accessibilità a persone disabili,<br />
• vano di corsa,<br />
• contrappeso in vano dedicato,<br />
• difese del vano,<br />
• distanza massima tra porte successive,<br />
• locale del macchinario,<br />
• areazione locale del macchinario e vano.<br />
Con le precedenti informazioni abbiamo<br />
proseguito l’esame delle norme UNI 10411<br />
per sostituzioni e modernizzazioni.<br />
