Standards, laws & regulations Norme, leggi e regolamenti EN 81-80:2019: safety improvement EN 81-80:2019, il miglioramento della sicurezza Giovanni Varisco FOREWORD The Italian lift sector followed the many twists and turns of the EN 81-80 Standard published in 2003 as EN 81-80:2003 and recently replaced by the EN 81-80:2019 update. In this article we are going to examine the innovations included in the new version, by emphasising that this version considered the new concepts introduced by EN 81-20 and EN 81-50 harmonised standards: this is a much-needed update 2 years after their enforcement (in 2017). DIFFERENCES AGAINST THE PREVIOUS VERSION The new version (EN 81-20:2019) focuses on new and 11 additional risks from: • Safety concepts introduced by the harmonised standard EN 81-20, or • Specific Risk Assessment according to ISO 14798 standard. The listing of risks has been properly modified (reporting the EN 81-80 previous version listing). The methods for detecting risks, the assessment and classification of risk levels have been moved to Chapter 5. The technical requirements for the protection measures were incorporated in a checklist including a column with references to: • EN 81-1/2:1998 • EN 81-80:2003 • EN 81-20 PREMESSE Il settore italiano degli ascensori ha vissuto le alterne vicende della norma EN 81-80 pubblicata nel 2003 come EN 81-80:2003 e da poco sostituita dall’aggiornamento EN 81-80:2019. Nel presente articolo esamineremo le innovazioni contenute nella nuova versione della EN 81-80, sottolineando che questa versione ha tenuto presenti i nuovi concetti introdotti dalle norme armonizzate EN 81-20 ed EN 81-50: un aggiornamento doveroso, dopo quasi 2 anni dalla loro entrata in vigore, nel 2017. Ci soffermeremo sinteticamente su quanto sopra nel corso della presente breve trattazione. DIFFERENZE RISPETTO ALLA PRECEDENTE VERSIONE La nuova versione (EN 81-20:2019) prende in esame e aggiunge 11 nuovi rischi provenienti da: • concetti di sicurezza introdotti dalla norma armonizzata EN 81-20, oppure • apposita Valutazione dei Rischi secondo la norma ISO 14798. La numerazione dei rischi è stata opportunamente modificata (riportando tuttavia la numerazione della versione precedente della EN 81-80). La metodologia per l’identificazione dei pericoli, la valutazione e la classificazione dei livelli di rischio sono state spostate nel capitolo 5. INTRODUCTION (OF THE STANDARD) For the standards, the chapter in the introduction is essential to inform readers of the guiding and inspiring concepts of the standard and in a certain way also of the intentions pursued on the basis of actual findings. Bearing in mind the existence of about 6 million lifts installed and operating in Europe (50% of which are more than 20 years old), the Introduction informs us that, at the time of installation, the lift safety was almost always lower than today’s, which represents the state of the art. However, we are also informed about the fact that today the world has new technologies, experiences, social expectations and that, with different safety levels, accidents occur, while users and (authorised) people require common minimum safety levels wherever lifts are installed. During the period following the previous version of EN 81-80:2003 standard, life expectancy increased, with greater attention paid to the needs of disabled people (Universal Design). In addition, the reduced presence of concierges/ guardians clearly requires the provision of devices for the release of imprisoned people in a lift. Finally, the life cycle of a lift, which is longer than that of other transportation systems, leads to the system obsolescence as far as safety conditions are concerned. The upgrade of a lift to current state of the art safety levels would lead to a reduction in accidents (especially in buildings accessible to the public). Hazard classification based on a Risk Assessment allows a step-by-step improvement in safety, tending towards current one (to be considered the state of the art) for newly installed lifts. POTENTIAL USE OF THE STANDARD National bodies can refer to the standard for their step-by-step implementation schedule of the safety improvement process in a reasonable and practical way, according to the existing risk level (high, medium, low) and taking into account economic and social considerations. Owners may use it to fulfil their responsibilities. As well as maintenance companies and/or control bodies can refer to inform owners about the existing risk level and propose a mitigation. Owners can find useful indications to modernize their existing lifts on a voluntary basis (if there are no mandatory national provisions) and thus improve the safety of users and operators. INTRODUZIONE (DELLA NORMA) Per le norme, il capitolo dell’introduzione è fondamentale per informare i lettori dei concetti direttori e ispiratori della norma stessa e in un certo senso anche degli intendimenti perseguiti sulla base di constatazioni di fatto. Tenendo presente l’esistenza di circa 6 milioni di ascensori installati e funzionanti in Europa (dei quali il 50% con una vita maggiore di 20 anni), l’Introduzione ci informa che, al momento dell’installazione, la sicurezza dell’ascensore era quasi sempre minore di quella odierna, che rappresenta lo stato dell’arte. Tuttavia ci viene anche segnalato e confermato che oggi il mondo dispone di nuove tecnologie, esperienze, attese sociali e che, con livelli di sicurezza diversi, si verificano incidenti, mentre gli utenti e le persone (autorizzate) richiedono livelli di sicurezza minimi comuni, dovunque siano gli ascensori. Nel corso del periodo successivo alla versione precedente della norma EN 81-80:2003 si è verificato un aumento della speranza vita, con una maggiore attenzione alle esigenze delle persone disabili (Universal Design). Inoltre la diminuita presenza dei Portieri / Custodi richiede, in maniera evidente, di prevedere dispositivi per la liberazione delle persone eventualmente imprigionate in un ascensore. Infine, il ciclo di vita di un ascensore, che è maggiore di quello di altri sistemi di trasporto, porta a obsolescenza dell’impianto per quanto riguarda le condizioni di sicurezza. L’aggiornamento di un ascensore allo stato dell’arte odierno della sicurezza porterebbe a una riduzione degli incidenti (specialmente in edifici accessibili al pubblico). La classificazione dei pericoli in base a una Valutazione dei Rischi consente un miglioramento passo–passo della sicurezza, tendendo a quella odierna (da considerare lo stato dell’arte) per gli ascensori di nuova installazione. IMPIEGO POSSIBILE DELLA NORMA Le Autorità nazionali possono fare riferimento alla Norma per il proprio programma di implementazione passo-passo del processo di miglioramento della sicurezza in modo ragionevole e praticabile, secondo il livello di rischio esistente (alto, medio, basso) e tenendo presenti considerazioni economiche e sociali. I Proprietari possono utilizzarla per ottemperare alle proprie responsabilità. Così come le Organizzazioni di manutenzione e/o gli Organismi di controllo possono farvi riferimento per informare i proprietari del livello di rischio esistente e proporne la mitigazione. I Proprietari vi possono trovare utili indicazioni per modernizzare i propri ascensori esistenti su base volontaria (se non esistono disposizioni nazionali obbligatorie) e migliorare in tal modo la sicurezza di utenti e addetti ai lavori.
