SUBSTANTIAL CHANGE OF THE SYSTEM IN THE PREVIOUSLY EXISTING SHAFT This is a very key point, referring to those modernizations which, while radically modifying the subject lift, are not considered such as to require the installation of a lift complying with the Lift Directive, having started from a lift not in compliance with that Directive. The UNI 10411 standard under preparation foresees to identify as a substantial modification: the “simultaneous replacement of main components indicated in ‘machine, control panel, at least one landing door, car and car sling’” and meaning that the modified lift complies with EN 81-20:2014 and allowing - if the place layout and/or structural constraints of the existing building and/or the maintenance of pre-existing enclosures prevent compliance with some requirements of EN 81-20:2014 - to apply the requirements of EN 81-21. Always bearing in mind that, according to an official document of the European Commission, there is a defined condition following which the modification of a lift requires the installation of a lift in compliance with the directive, even if the initial one is not in this condition. If only the guide rails and fixings remain out of the “original” lift, or even the fixings only, the new lift must comply with the Lift Directive and therefore must be subject to the conformity assessment procedures of the Directive. This means that the installation cannot be treated as a modification but must be made in accordance with the requirements in force for new lifts. The elements examined by the UNI 10411 standard are many and we’ll cover them in full in the next issue of Elevatori Magazine: • free spaces in the headroom, • free spaces in the shaft pit, • balustrade on the car roof, • apron in the shaft pit, • distance between car and counterweight, • landing door features, • car, • accessibility for people with disabilities, • shaft, • counterweight in a dedicated compartment, • shaft enclosures, • maximum distance between subsequent doors, • machine room, • ventilation of the machinery space and shaft. With the previous information we continued the examination of the UNI 10411 standards for replacements and modernizations. The next issue of the magazine will cover the conclusion of the discussion. We are fully available to reply to any questions sent to the following e-mail address: mailto@elevatori.it. • End of Part 5 (to be continued) Translated by Paola Grassi MODIFICA SOSTANZIALE DELL’IMPIANTO NEL VANO DI CORSA PREESISTENTE Si tratta di un punto molto importante, che si riferisce a quelle modernizzazioni che, pur modificando in maniera radicale l’ascensore assoggettato all’operazione di cui trattasi, non sono considerate tali da richiedere l’installazione di un ascensore conforme alla Direttiva Ascensori, essendo partiti da un ascensore non conforme a tale direttiva. La norma UNI 10411 in corso di preparazione prevede di identificare come modifica sostanziale: la “sostituzione contemporanea di componenti principali indicati in ‘macchina, quadro di manovra, almeno una porta di piano, cabina e arcata’” e intendendo che l’ascensore modificato sia conforme alla EN 81-20:2014 e consentendo - se la configurazione dei luoghi e/o vincoli strutturali dell’edificio esistente e/o il mantenimento delle difese preesistenti impediscono la conformità ad alcuni requisiti della EN 81- 20:2014 - di applicare i requisiti della EN 81-21. Tenendo sempre presente che, secondo un documento ufficiale della Commissione europea, è definita la condizione a seguito della quale la modifica di un ascensore richiede l’installazione di un ascensore conforme alla direttiva, anche se quello di partenza non è in tale condizione. Se dell’ascensore ‘di partenza’ rimangono solo le guide e i fissaggi, oppure anche i soli fissaggi, l’ascensore nuovo deve risultare conforme alla Direttiva Ascensori e quindi deve essere sottoposto alle procedure di valutazione della conformità della direttiva stessa. Ciò significa che l’installazione non può essere trattata come una modifica ma deve essere realizzata in ottemperanza alle regole stabilite per un ascensore nuovo. Gli elementi al riguardo presi in esame dalla norma UNI 10411 sono molteplici e, per motivi di spazio, ne rimandiamo la trattazione al prossimo numero di Elevatori Magazine: • spazi liberi in testata, • spazi liberi nella fossa del vano, • parapetto sul tetto della cabina, • grembiule nella fossa del vano, • distanza tra cabina e contrappeso, • caratteristiche delle porte di piano, • cabina, • accessibilità a persone disabili, • vano di corsa, • contrappeso in vano dedicato, • difese del vano, • distanza massima tra porte successive, • locale del macchinario, • areazione locale del macchinario e vano. Con le precedenti informazioni abbiamo proseguito l’esame delle norme UNI 10411 per sostituzioni e modernizzazioni.
