POLICIES
USM POLICY ON STUDENT RESIDENCY
Ir is rhe policy of rhe Board of Regents of
rhe University Sysrem of Maryland (USM)
to recognize rhe caregories of in-srare and
our-of-srare srudents for purposes of admission,
ruirion, and charge differentials ar
rhose consriruent insrirurions where such
differentiarion has been esrablished. The
srudent is responsible for providing rhe
informarion necessary to establish eligibility
for in-srare resident srarus.
This policy is subject to change without
notice. Changedpolicies are recorded in the
Office ofAdmission and Student Affairs.
Students who are financially independent
or financially dependent, as defined
herein, shall have rheir residency c1assificarion
derermined on rhe basis of permanent
residency, which for purposes of rhis policy
shall be derermined by rhe crireria ser forth
in A. rhrough E. (as below).
A student will be assigned in-stare srarus
for admission, ruirion, and charge differenrial
purposes only if rhe student, or in rhe
case ofa financially dependent srudent, rhe
srudent's parent, guardian, or spouse, fulfills
all of rhe following:
A. For ar leasr 12 consecutive months
immediarely prior to and including rhe lasr
dare available to regisrer for courses in rhe
semesrer/rerm for which rhe peririon
applies, rhe student, or if rhe srudent is
financially dependent, rhe parent,
guardian, or spouse MUST:
1) own and continuously occupy, or rent
and continuously occupy, living quarters in
Maryland. There musr exisr a genuine deed
or lease in rhe individual's name reflecring
paymentslrents and rerms typical of rhose
in rhe community ar rhe rime execured.
Persons nor having such a lease may submir
an affidavir reflecring paymentslrents and
rerms as well as rhe name and address of
rhe person to whom payments are made
