35 This is not to suggest that the government’s <strong>in</strong>terests <strong>and</strong> those of the private enterprise<br />

are fundamentally antagonistic. However, the government’s retreat from bus<strong>in</strong>ess<br />

<strong>in</strong>dicates its irremediable decl<strong>in</strong>e of political prowess. Government attempts to<br />

reassert its economic power have been disastrous as illustrated by the Timor national<br />

car <strong>in</strong>dustry <strong>in</strong> 1996 <strong>and</strong> Busang gold-m<strong>in</strong>e sc<strong>and</strong>al <strong>in</strong> 1997.<br />

36 A complementary government measure is the ‘National Discipl<strong>in</strong>e Movement’<br />

(Gerakan Disipl<strong>in</strong> Nasional) directed at public service <strong>and</strong> activities like queu<strong>in</strong>g or<br />

litter<strong>in</strong>g. Another government move attempted to re<strong>in</strong>vigorate defunct nationalist<br />

sentiments. In 1993 <strong>and</strong> 1995, for example, the names of all build<strong>in</strong>gs, real-estate<br />

complexes <strong>and</strong> corporations were converted to Indonesian. Most new rich complied<br />

only superficially with these various programmes.<br />
