Times were adjusted for daylight savings time as appropriate. Shadows were<br />
estimated for each study date at 9 AM, 12 Noon, 3 PM and 6PM.<br />
The following section describes the estimated shadows under the Existing<br />
Conditions depicted on Figures 5-4 thru 5-9. Following this description is a<br />
summary of the estimated changes in the <strong>Project</strong> area shadows caused by each<br />
element of the <strong>Project</strong>.<br />
On February 5 and November 15, the sun rises between 6:36 and 6:54 AM in the<br />
southeastern sky. At 9 AM nearly all of the sidewalks in the <strong>Project</strong> area are still<br />
within shadows cast by adjacent buildings. The only sidewalks in sunlight at this<br />
