currently delivering in the vicinity of the proposed buildings in an effort to reduce<br />
the overall number of new trucks in the area.<br />
To maximize the efficiency of the Shaw’s and D-Block docks, dock management will<br />
continue to be provided by a dock master. The dock master will be responsible for<br />
enforcing dwell times, coordinating with dock users, scheduling deliveries and<br />
maintaining the flow of the loading area operation to avoid impacts on areas outside<br />
the loading area. Dock management will also address periodic “surges” in activity<br />
that may occur, and will serve to provide a “buffer” if actual arrival patterns and/or<br />
dwell times vary from those used in the analysis presented in the NPC/PNF.<br />
Detailed loading area and peak daily delivery requirements were presented in the<br />
NPC/PNF.<br />
In summary, the current dock layouts at the Shaw’s and D-Block loading area will<br />
provide adequate dock spaces and conform to the requirements of the Development<br />
Plan.<br />
This section intended to supplement the original discussion of future conditions as<br />
presented in the NPC/PNF which describes the context of the future transportation<br />
infrastructure that will serve the Prudential Center and the proposed <strong>Project</strong>. The<br />
first part of this section provides a summary of area transportation infrastructure<br />
improvements that are currently planned, are under design, or are under<br />
construction by the City of <strong>Boston</strong>, the MBTA, or other proponents in the area.<br />
Subsequent sections provide a summary of the development of supplemental 2011<br />
Full Build conditions, including morning, evening and Saturday peak hour traffic<br />
activity, parking supply and demands, loading service activities, future pedestrian<br />
and bicycle activities and future transit options. The future 2011 Build Condition<br />
was developed and evaluated within this context to help identify additional<br />
roadway, pedestrian, and transit improvements that may be needed to mitigate<br />
identified transportation impacts generated by the <strong>Project</strong>.<br />
Area Developments and Transportation Improvements<br />
Key planned improvements within the <strong>Project</strong> area include the following:<br />
Boylston Street Corridor – The roadway improvements included as part of the<br />
Mandarin Oriental <strong>Boston</strong> project to the Boylston Street Corridor will improve<br />
pedestrian safety and flow by moving the existing pedestrian signal at Fairfield<br />
Transportation 4-21
