pension reform<br />
Virtually no country has been immune from <strong>in</strong>dustrial action, although widespread demonstrations<br />
have been especially prevalent <strong>in</strong> countries hit hardest by austerity measures, especially Greece,<br />
Portugal and Spa<strong>in</strong> and to a lesser extent UK and France. These protests are almost always directed<br />
at governments, or <strong>in</strong>deed <strong>in</strong>ternational agencies, such as the IMF, rather than the immediate<br />
employer and are designed to demonstrate the strength of feel<strong>in</strong>g aga<strong>in</strong>st austerity measures and to<br />
try to wr<strong>in</strong>g concessions from governments. Beyond the generalised political dimension to these<br />
protests there are subtle differences of emphasis. There are relatively few cases <strong>in</strong> which strikes<br />
represent a traditional part of the barga<strong>in</strong><strong>in</strong>g process to try to ga<strong>in</strong> improved pay offers from<br />
employers. Instead most protests are highly defensive attempts to limit the scale of concessions<br />
extracted from the workforce and to prevent privatisation and other forms of restructur<strong>in</strong>g.<br />
Second, <strong>in</strong> some countries new actors are mobilis<strong>in</strong>g aga<strong>in</strong>st austerity measures because these<br />
programmes impact on public services and welfare provision with major consequences for service<br />
users. This has created opportunities for coalitions, often us<strong>in</strong>g forms of social media, that comb<strong>in</strong>e<br />
service users and trade unions to counter austerity measures. These coalitions are partly <strong>in</strong>tended to<br />
prevent trade union demonstrations be<strong>in</strong>g portrayed as simply focused on the <strong>in</strong>terests of<br />
‘producers’ that are seek<strong>in</strong>g to ma<strong>in</strong>ta<strong>in</strong> the <strong>in</strong>terests of their members. In some countries these<br />
developments have gone further and have been fuelled by a deep-seated hostility and loss of trust <strong>in</strong><br />
the political process and a war<strong>in</strong>ess towards the trade union movement. The best known case is that<br />
of the Indignados (<strong>in</strong>dignant) movement <strong>in</strong> Spa<strong>in</strong>, comprised of young people, that occupied public<br />
spaces <strong>in</strong> many Spanish cities and directed their anger at the political elites, <strong>in</strong>clud<strong>in</strong>g the trade<br />
unions, and have sought a wide rang<strong>in</strong>g programme of change.<br />
