(Ueapme 2010 55 ). Foster<strong>in</strong>g the adoption of cost-efficient ‘climate’ technologies, such as the<br />

construction of energy efficient hous<strong>in</strong>g, is a goal shared by all parties.<br />

In terms of employment, it is now generally assumed that overall, there will be little net ga<strong>in</strong> <strong>in</strong> the<br />

number of jobs. While new jobs are expected to be created <strong>in</strong> certa<strong>in</strong> sectors (such as renewable<br />

energy, environmental technologies and environmental consult<strong>in</strong>g) other jobs might be transformed<br />

or lost, such as many of those <strong>in</strong> energy-<strong>in</strong>tensive <strong>in</strong>dustries us<strong>in</strong>g conventional sources of energy).<br />

The vast majority of jobs, however, will have to become “greener”, i.e. generat<strong>in</strong>g less<br />

environmental impact, and this will require new skills and attitudes. It is generally undisputed that<br />

the social partners have an important role to play <strong>in</strong> accompany<strong>in</strong>g and eas<strong>in</strong>g such a transition.<br />

However, this role has not been sufficiently analysed <strong>in</strong> the past and the present chapter should be<br />

seen as a first contribution to fill<strong>in</strong>g this gap.<br />

The recent economic and f<strong>in</strong>ancial crisis has not reduced the number of green jobs but has affected<br />

the overall pace of green<strong>in</strong>g across <strong>in</strong>dustry. While some companies are f<strong>in</strong>d<strong>in</strong>g it hard to balance<br />

climate change with other needs <strong>in</strong> times of crisis, others capitalise on the new opportunities and<br />

contribute to jobs preservation and creation <strong>in</strong> <strong>Europe</strong>. Thus, it seems that the design,<br />

implementation and monitor<strong>in</strong>g of actions aimed at mitigat<strong>in</strong>g the last<strong>in</strong>g effects of the crisis on<br />

green<strong>in</strong>g is a key future challenge 56 .<br />

5.2 Role of the national social partners and their level of engagement<br />

Back <strong>in</strong> 1994, the <strong>Europe</strong>an Foundation for the Improvement of Liv<strong>in</strong>g and Work<strong>in</strong>g Conditions<br />

(Eurofound) 57 undertook a study on social partners' cooperation <strong>in</strong> environmental protection <strong>in</strong> 10<br />

countries of the EU-15. It concluded that social partners (with a few exceptions) did not feel<br />

responsible for environmental concerns. Where activities took place, they were unilateral and<br />

employee representatives focused on environmental concerns with<strong>in</strong> their health and safety agenda.<br />

The social partners sometimes jo<strong>in</strong>ed together to block state-imposed conditions regulat<strong>in</strong>g the<br />

environment, <strong>in</strong> order to avoid additional f<strong>in</strong>ancial burdens. Recent research, however, has <strong>in</strong>dicated<br />

a chang<strong>in</strong>g attitude of both sides of <strong>in</strong>dustry: The most recent <strong>Industrial</strong> <strong>Relations</strong> <strong>in</strong> <strong>Europe</strong> report<br />

(2010 58 ) looked <strong>in</strong>to the social partners; role <strong>in</strong> the transition towards a green economy. Draw<strong>in</strong>g on<br />

a number of examples from the <strong>Europe</strong>an <strong>Industrial</strong> <strong>Relations</strong> Observatory (EIRO), Eurofound<br />

(2009) 59 , the report found that social partners <strong>in</strong> almost all Member States are actively promot<strong>in</strong>g<br />

issues on the green agenda, thus exert<strong>in</strong>g their <strong>in</strong>fluence on policy. This embraces lobby<strong>in</strong>g<br />

activities (notably <strong>in</strong> relation to the climate and energy package 2008) but also consultation with<strong>in</strong><br />

tri- or multipartite forums and sometimes the conclusion of tripartite agreements. Autonomous<br />

regulation on the other hand, such as collective agreements or guidel<strong>in</strong>es, rema<strong>in</strong> rare <strong>in</strong> the case of<br />
