Chapter 5: Green<strong>in</strong>g the social dialogue<br />

The role of the social partners <strong>in</strong> the transition to green and greener jobs has been gradually<br />

<strong>in</strong>creas<strong>in</strong>g <strong>in</strong> recent years. However, more needs to be done to build a last<strong>in</strong>g and susta<strong>in</strong>able<br />

social dialogue that can help to meet the challenges posed by the move to a competitive, lowcarbon<br />

and resource efficient economy.<br />

5.1 Introduction: <strong>Europe</strong>an-level policy on green<strong>in</strong>g and social partner positions<br />

This chapter aims to br<strong>in</strong>g together different strands of recent research <strong>in</strong> the field of <strong>in</strong>dustrial<br />

relations and susta<strong>in</strong>ability. It <strong>in</strong>cludes examples of social partner <strong>in</strong>itiatives for manag<strong>in</strong>g the<br />

transition, results from a new study on the quality of green jobs 41 , some <strong>in</strong>cidence of<br />

environmentally-related restructur<strong>in</strong>g with<strong>in</strong> the utilities sector 42 and reports the results of a<br />

mapp<strong>in</strong>g exercise 43 on the level of representation <strong>in</strong> the newly emerg<strong>in</strong>g renewable energy <strong>in</strong>dustry<br />

across <strong>Europe</strong>. Based on these pieces of research, conclusions on the importance and proposals for<br />

the promotion of “green<strong>in</strong>g” the social dialogue are drawn.<br />

With<strong>in</strong> the framework of its <strong>Europe</strong> 2020 strategy, the <strong>Europe</strong>an Union has re-confirmed its<br />

commitment to move towards a competitive, low-carbon and resource-efficient economy. 44 In l<strong>in</strong>e<br />

with this, a number of policies for coord<strong>in</strong>ated Member State action have been advanced, the major<br />

ones be<strong>in</strong>g the follow<strong>in</strong>g:<br />

- <strong>Europe</strong>an climate and energy policy set the follow<strong>in</strong>g key targets (the 20-20-20 targets): that<br />

Member States jo<strong>in</strong>tly achieve a 20% energy reduction; source 20% of their energy from<br />

renewables; and cut their greenhouse gas emissions by 20% by 2020, compared to 1990.<br />

B<strong>in</strong>d<strong>in</strong>g legislation support<strong>in</strong>g implementation of these targets was conta<strong>in</strong>ed <strong>in</strong> the EU<br />

climate and energy package 2008, which <strong>in</strong>cludes aspects such as the Emission Trad<strong>in</strong>g<br />

Scheme (EU ETS), an “effort shar<strong>in</strong>g decision” for sectors not covered by the EU ETS,<br />

b<strong>in</strong>d<strong>in</strong>g national targets for the use of renewables and a legal framework for the promotion<br />

of carbon capture storage 45 .<br />
