workplaces <strong>in</strong> local and regional government, which began <strong>in</strong> January <strong>2012</strong>. The f<strong>in</strong>al objective<br />
was to develop a common <strong>Europe</strong>an framework for action for municipalities and regions as<br />
employers, which was adopted <strong>in</strong> December <strong>2012</strong>. This framework of action is composed of a<br />
series of six recommendations, which aim at contribut<strong>in</strong>g to a social and susta<strong>in</strong>able <strong>Europe</strong> at the<br />
local and regional level that supports the public sector as an employer. These recommendations<br />
concern the follow<strong>in</strong>g issues: improv<strong>in</strong>g performance and secur<strong>in</strong>g necessary resources, recruitment<br />
and retention, skills and lifelong learn<strong>in</strong>g, gender equality, migration and provid<strong>in</strong>g susta<strong>in</strong>able<br />
workplaces.<br />
Similarly, <strong>in</strong> December 2011 the central government adm<strong>in</strong>istrations social dialogue committee<br />
adopted a jo<strong>in</strong>t statement on the effects of the crisis. This followed a letter <strong>in</strong> June 2011 on the<br />
<strong>Europe</strong> 2020 strategy on jobs and growth and the S<strong>in</strong>gle Market Act to the President of the<br />
<strong>Europe</strong>an Council and the President of the <strong>Europe</strong>an <strong>Commission</strong>. In their contribution to the<br />
consultation on the <strong>Commission</strong> green paper on restructur<strong>in</strong>g, the social partners <strong>in</strong> this sector, the<br />
Trade Unions' National and <strong>Europe</strong>an adm<strong>in</strong>istration Delegation (TUNED) and the <strong>Europe</strong>an Public<br />
Adm<strong>in</strong>istration Employers (EUPAE), welcomed the references to the important role that central<br />
adm<strong>in</strong>istrations play both as an employer and service provider for <strong>Europe</strong>’s social cohesion,<br />
competitiveness and thus <strong>in</strong> tackl<strong>in</strong>g the effects of the crisis. They feel that this is particularly<br />
welcome as, <strong>in</strong> their view, this role has often been <strong>in</strong> the past underestimated or neglected <strong>in</strong><br />
<strong>Europe</strong>an policies. Further, they welcome the fact that the Green Paper recognises that public sector<br />
employees are affected by cutbacks across the EU, and thus that the impact of restructur<strong>in</strong>g must be<br />
dealt with <strong>in</strong> the public sector as well as the private sector. The issue of the crisis and restructur<strong>in</strong>g<br />
also runs through the committee’s work programme of 2011-2013. EUPAE and TUNED have also<br />
launched their first project s<strong>in</strong>ce the creation of the sectoral social dialogue committee. The aim of<br />
this project, entitled Improv<strong>in</strong>g the Image of Central Government Adm<strong>in</strong>istrations <strong>in</strong> <strong>Europe</strong>, is to<br />
enhance the attractiveness and image of the sector which faces austerity measures, restructur<strong>in</strong>g and<br />
demographic changes. The f<strong>in</strong>al project conference took place <strong>in</strong> Prague on 4 October <strong>2012</strong>.<br />
In December <strong>2012</strong>, EUPAE and TUNED also signed a <strong>Europe</strong>an Framework Agreement for<br />
Quality Service. Through this framework of actions, the <strong>Europe</strong>an social partners <strong>in</strong> this sector<br />
commit themselves and their national affiliate members to implement public service values,<br />
<strong>in</strong>clud<strong>in</strong>g a high level of quality, safety, affordability, equal treatment, the promotion of universal<br />
access and of user rights, as set out <strong>in</strong> the protocol attached to the EU Treaties on services of<br />
general <strong>in</strong>terest as well as the right to good adm<strong>in</strong>istration enshr<strong>in</strong>ed <strong>in</strong> the <strong>Europe</strong>an Charter of<br />
Fundamental Rights. To meet these requirements, 20 commitments were made by the <strong>Europe</strong>an<br />
public employers and trade union representatives. They pledge, <strong>in</strong> particular, to enhance the<br />
efficiency of public services, and to ensure quality, cordiality, fairness and <strong>in</strong>tegrity, the quality of<br />
work<strong>in</strong>g life, trade union rights, and communication and transparency vis-à-vis users, and <strong>in</strong> the<br />
relationship between employers and employees.<br />
In December 2010, the social dialogue committee for hospitals and healthcare adopted a<br />
framework of actions on recruitment and retention. In this, the sectoral social partners – the<br />
<strong>Europe</strong>an Hospital and Healthcare Employers' Association (HOSPEEM) and EPSU – reaffirmed<br />
that access to healthcare services for all is a fundamental human right and forms an essential part of<br />
the <strong>Europe</strong>an social model. They also call upon all relevant actors to be committed to the effective<br />
function<strong>in</strong>g of healthcare services. This implies a multifaceted approach that has to take <strong>in</strong>to<br />
account the various challenges different countries are experienc<strong>in</strong>g <strong>in</strong> terms of healthcare shortages.<br />
These challenges are multiple and complex and <strong>in</strong>clude the age<strong>in</strong>g population, which <strong>in</strong>creases the<br />
