long-term. The company’s remuneration structure has <strong>in</strong>corporated bonuses<br />
tied to performance on susta<strong>in</strong>ability targets for higher-rank<strong>in</strong>g employees.<br />
However, overall <strong>in</strong>come levels have not changed significantly 66 .<br />
Social dialogue centre <strong>in</strong> the glass <strong>in</strong>dustry, Poland<br />
In 2004, the employers’ organisation PolskieSzkło (Polish glass <strong>in</strong>dustry),<br />
the Federation of Trade Unions <strong>in</strong> Chemicals, Ceramics and Glass, and the<br />
Secretariat of the Glass Industry NSZZ Solidarność signed a framework<br />
agreement on autonomous dialogue <strong>in</strong> the glass sector. The agreement<br />
provides for two annual meet<strong>in</strong>gs between representatives of employers and<br />
employees at which the major problems affect<strong>in</strong>g the glass sector are<br />
discussed. This agreement has enabled common positions to be developed<br />
on environmental legislation and CO2 quotas allocated to the sector. The<br />
social partners have created a Glass Industry Social Dialogue Centre with<br />
aid from the <strong>Europe</strong>an Social Fund. The remit of the centre is fourfold: to<br />
constantly improve social dialogue <strong>in</strong> the glass <strong>in</strong>dustry; to carry out<br />
economic and technical analyses on the basis of the work by the social<br />
partners and relevant experts; to develop e-dialogue technologies; and to<br />
prepare tra<strong>in</strong><strong>in</strong>g courses for employers and employees on topics relat<strong>in</strong>g to<br />
the glass <strong>in</strong>dustry (essentially, environmental issues and social dialogue) 67 .<br />
AENA Airports Inc. (AENA), Spa<strong>in</strong><br />
AENA is a Spanish state-owned company that operates Barcelona's El Prat<br />
airport. Along with public agencies and trade unions, AENA has promoted<br />
the development of a mobility plan to boost susta<strong>in</strong>able mobility for<br />
the 21,000 commuters who travel daily to workplaces with<strong>in</strong> the airport's<br />
facilities. The case study showed that the development of the mobility plan,<br />
as opposed to mobility patterns dom<strong>in</strong>ated by private motor vehicles, clearly<br />
improved and <strong>in</strong>creased public transport services, reduced harmful<br />
environmental effects, generated social and economic benefits and created<br />
new jobs <strong>in</strong> transport companies. AENA has managed to <strong>in</strong>duce a cultural<br />
shift among airport employees. It encouraged a move from a culture based<br />
on the use of private vehicles to a susta<strong>in</strong>able mobility culture based on<br />
public transport. Susta<strong>in</strong>able mobility could not become a reality without<br />
the active participation of the different agents <strong>in</strong> the mobility commission,<br />
<strong>in</strong>clud<strong>in</strong>g workers'representatives, employers, public agencies, transport<br />
operators, the Association for the Promotion of Public Transport (an NGO)<br />
and the external mobility consultant (ALG) 68 .<br />
