In agriculture, the social partners cont<strong>in</strong>ue to develop and implement a passport for skills called<br />
Agripass. 102 The Employer's Group of Professional Agricultural Organisations <strong>in</strong> the <strong>Europe</strong>an<br />
Union (Geopa-Copa) is runn<strong>in</strong>g a project on vocational tra<strong>in</strong><strong>in</strong>g of agricultural workers aimed at<br />
develop<strong>in</strong>g skills necessary to facilitate the mobility of workers. The <strong>Europe</strong>an Federation of Trade<br />
Unions <strong>in</strong> the Food, Agriculture and Tourism (EFFAT) is develop<strong>in</strong>g a project on quality<br />
employment <strong>in</strong> a susta<strong>in</strong>able agriculture. Social partners are currently runn<strong>in</strong>g a jo<strong>in</strong>t project on the<br />
impact of the future common agriculture policy on employment <strong>in</strong> the sector of agriculture.<br />
The social partners <strong>in</strong> the personal services/hairdress<strong>in</strong>g sector are cont<strong>in</strong>u<strong>in</strong>g with the<br />
implementation of their 2009 autonomous agreement establish<strong>in</strong>g <strong>Europe</strong>an hairdress<strong>in</strong>g<br />
certificates. The social partners have clarified the adm<strong>in</strong>istrative aspects and are ready to award the<br />
first <strong>Europe</strong>an hairdress<strong>in</strong>g certificates <strong>in</strong> the near future to hairdressers fulfill<strong>in</strong>g the qualification<br />
requirements.<br />
The social partners <strong>in</strong> the hotel and restaurant (HORECA) sector (EFFAT and the Confederation<br />
of National Associations of Hotels, Restaurants, Cafés and Similar Establishments <strong>in</strong> the <strong>Europe</strong>an<br />
Union and <strong>Europe</strong>an Economic Areas, HOTREC), are runn<strong>in</strong>g a project on the implementation of<br />
the <strong>Europe</strong>an Qualification and Skills Passport, which will be <strong>in</strong>tegrated <strong>in</strong>to EURES. Further, the<br />
HORECA sector is <strong>in</strong> the preparatory phase of the possible sett<strong>in</strong>g up of an employment and skills<br />
council. It is also <strong>in</strong>volved <strong>in</strong> the ESCO <strong>in</strong>itiative, with the establishment of a reference group.<br />
Box 7.6 F<strong>in</strong>ancial support: the social dialogue and <strong>in</strong>dustrial relations budget l<strong>in</strong>es<br />
The <strong>Europe</strong>an <strong>Commission</strong>’s promotion of <strong>Europe</strong>an social dialogue <strong>in</strong>cludes f<strong>in</strong>ancial support,<br />
ma<strong>in</strong>ly <strong>in</strong> the form of grants to social partners and other <strong>in</strong>dustrial relations stakeholders. On the<br />
basis of Article 154 TFEU, the most important f<strong>in</strong>ancial programmes are the three head<strong>in</strong>gs <strong>in</strong> the<br />
EU budget earmarked for: <strong>in</strong>dustrial relations and social dialogue; <strong>in</strong>formation and tra<strong>in</strong><strong>in</strong>g<br />
measures for workers' organisations; and the <strong>in</strong>formation, consultation and participation of<br />

<strong>Industrial</strong> relations and social dialogue<br />
This budget head<strong>in</strong>g supports the <strong>Europe</strong>an social partners and other organisations active <strong>in</strong> the<br />
field of <strong>in</strong>dustrial relations <strong>in</strong> contribut<strong>in</strong>g to address<strong>in</strong>g the overarch<strong>in</strong>g EU employment and social<br />
policy challenges as laid down <strong>in</strong> the <strong>Europe</strong> 2020 strategy and <strong>in</strong> connection with EU <strong>in</strong>itiatives to<br />
address the consequences of the economic crisis.<br />
Each year, through a call for proposals with two application deadl<strong>in</strong>es, the <strong>Commission</strong> supports<br />
around 80 projects led by the social partners and other organisations active <strong>in</strong> the field of <strong>in</strong>dustrial<br />
relations. These projects cover activities l<strong>in</strong>ked to the work programmes of the <strong>Europe</strong>an cross-<br />
