needs and mismatches; and provide the necessary fund<strong>in</strong>g for <strong>in</strong>vestments <strong>in</strong> education and tra<strong>in</strong><strong>in</strong>g,<br />
<strong>in</strong>clud<strong>in</strong>g for the development of systems for the recognition of skills acquired on the job.<br />
In September 2011, tak<strong>in</strong>g forward the work of its work<strong>in</strong>g group on demographic challenges, the<br />
social partners <strong>in</strong> the education sector launched a jo<strong>in</strong>t project on recruitment and retention of<br />
teachers. Many Member States are fac<strong>in</strong>g shortages of teachers, notably for certa<strong>in</strong> subject matters<br />
and at disadvantaged and remote schools. In addition, concerns are be<strong>in</strong>g raised regard<strong>in</strong>g the<br />
evolution of the quality of the teach<strong>in</strong>g workforce. The project's objective was to exam<strong>in</strong>e the<br />
current situation and exist<strong>in</strong>g national policies regard<strong>in</strong>g recruitment and retention <strong>in</strong> the education<br />
sector <strong>in</strong> order to develop a jo<strong>in</strong>t approach among the social partners to respond to the ma<strong>in</strong><br />
challenges. The result<strong>in</strong>g recommendations, endorsed at the committee's plenary meet<strong>in</strong>g <strong>in</strong><br />
November <strong>2012</strong>, called upon the social partners to: cont<strong>in</strong>ue to monitor this serious issue and to<br />
build on and consolidate these results <strong>in</strong> their future work, with a possibility of look<strong>in</strong>g for further<br />
projects on exchange of national practices; consider strategies to address job <strong>in</strong>security and its<br />
negative consequences; rem<strong>in</strong>d national policy makers and decision makers of their full<br />
responsibility <strong>in</strong> this respect, notably by develop<strong>in</strong>g new strategies aimed at <strong>in</strong>creas<strong>in</strong>g the<br />
attractiveness of the teach<strong>in</strong>g profession and enhanc<strong>in</strong>g the image and the public perception of the<br />
teach<strong>in</strong>g profession; launch and engage <strong>in</strong> a cross-sectoral dialogue with other stakeholders, as<br />
recruitment and recruitment issues do not only affect the education sector.<br />
In the metal <strong>in</strong>dustry, the Council of <strong>Europe</strong>an Employers of the Metal, Eng<strong>in</strong>eer<strong>in</strong>g and<br />
Technology-Based Industries (CEEMET) and the <strong>Europe</strong>an Metalworkers' Federation (EMF) issued<br />
a declaration on 2 December 2010 call<strong>in</strong>g for high-quality vocational education and tra<strong>in</strong><strong>in</strong>g (VET)<br />
as prerequisite for a competitive and susta<strong>in</strong>able <strong>Europe</strong>an <strong>in</strong>dustrial base. These social partners<br />
also formed an ad-hoc work<strong>in</strong>g group on competitiveness and employment <strong>in</strong> a globalised<br />
economy, which issued a declaration stress<strong>in</strong>g their determ<strong>in</strong>ation to work together towards the<br />
realisation of the goals of the <strong>Europe</strong> 2020 Strategy <strong>in</strong> their sector on the same day. On 14 March<br />
2011, they unveiled a tool to attract people to educational pathways that lead to the metal,<br />
eng<strong>in</strong>eer<strong>in</strong>g and technology-based <strong>in</strong>dustry. On Further, on 15 April 2011, they went on to publish a<br />
jo<strong>in</strong>t op<strong>in</strong>ion on the <strong>Commission</strong> Communication on an <strong>Industrial</strong> Policy for the globalisation era,<br />
focus<strong>in</strong>g on the challenges associated with the skills base, restructur<strong>in</strong>g, and improv<strong>in</strong>g framework<br />
conditions for <strong>in</strong>dustry. Skills and tra<strong>in</strong><strong>in</strong>g rema<strong>in</strong>ed at the top of their agenda, as they formulated<br />
another jo<strong>in</strong>t op<strong>in</strong>ion on 27 October 2011, call<strong>in</strong>g for an <strong>in</strong>creased permeability between VET and<br />
higher education. On 30 November 2011, they presented a tool-box for recover<strong>in</strong>g and<br />
strengthen<strong>in</strong>g competitiveness and safeguard<strong>in</strong>g susta<strong>in</strong>able employment <strong>in</strong> the <strong>Europe</strong>an metal<br />
<strong>in</strong>dustry. F<strong>in</strong>ally, <strong>in</strong> <strong>2012</strong>, EMF and CEEMET, work<strong>in</strong>g with a number of employers' organisations<br />
<strong>in</strong> the automotive sub-sector completed the first phase towards an establishment of a sectoral skills<br />
council.<br />
In the steel sector, EMF and the <strong>Europe</strong>an Confederation of Iron and Steel Industries (EUROFER)<br />
issued out a jo<strong>in</strong>t op<strong>in</strong>ion on <strong>in</strong>dustrial policy <strong>in</strong> June 2009, which addresses the challenges of an<br />
energy-<strong>in</strong>tensive <strong>in</strong>dustry <strong>in</strong> susta<strong>in</strong>able development. These challenges were also the topic of the<br />
<strong>Europe</strong>an Steel Day organised by EUROFER with the participation of the EMF and the <strong>Europe</strong>an<br />
<strong>Commission</strong> <strong>in</strong> Brussels on 28 June <strong>2012</strong>.<br />
In the shipbuild<strong>in</strong>g <strong>in</strong>dustry, EMF and the Community of <strong>Europe</strong>an Shipyards' Associations<br />
(CESA) adopted a jo<strong>in</strong>t op<strong>in</strong>ion on 8 December 2010 on a review of the framework on state aid to<br />
shipbuild<strong>in</strong>g. The social partners took an active part <strong>in</strong> the consultations lead<strong>in</strong>g to a review of the<br />
