NON-COMPETITIVE - ENTITLEMENT GRANTS<br />

Foreword<br />

The several grant or revenue programs which are described are non-competitive,<br />

entitlement programs. These are grant moneys which flow automatically to eligible jurisdictions,<br />

provided <strong>the</strong>y file appropriate forms if required and comply with such o<strong>the</strong>r conditions as are<br />

established for <strong>the</strong> various grant programs.<br />

For <strong>the</strong> most part, <strong>the</strong> grants are earmarked revenues which must be used for <strong>the</strong> specific<br />

identified purpose. Of <strong>the</strong> fourteen described programs, nine are in this category:<br />

$ Community/Individual Sewage System Administration<br />

$ Emergency Medical Services<br />

$ Liquid Fuels Allocation<br />

$ Municipal Pension<br />

$ Public Library<br />

$ Sewage Treatment Plant Operations<br />

$ Storm Water Management<br />

$ Urban Public Transportation<br />

$ Volunteer Firemen=s Relief<br />

Four o<strong>the</strong>r entitlement moneys are general fund revenues and may be used for any<br />

legitimate purpose, as determined by <strong>the</strong> local governing body. These moneys are:<br />

$ County Shared Sales Tax (Allegheny County only)<br />

$ Public Utility Tax Rebate<br />

$ State Liquor License<br />

$ State Police Fines/Penalties<br />

The last fiscal programCCommunity Development Block GrantCis a combination type<br />

programCboth non-competitive and entitlement, and competitive. To determine which type<br />

applies to a specific <strong>municipal</strong>ity, <strong>the</strong> Department of Community and Economic Development<br />

should be consulted.<br />

Of <strong>the</strong>se several grants, <strong>the</strong> one which probably has <strong>the</strong> greatest impact upon a <strong>municipal</strong><br />

budget is <strong>the</strong> state money allocated to local governments for road and street purposes. For<br />

jurisdictions in Allegheny County, <strong>the</strong> revenue received from <strong>the</strong> County sales tax can be ano<strong>the</strong>r<br />

important revenue source.<br />

Also included with <strong>the</strong>se notes, is a brief explanation of <strong>the</strong> Department of Community<br />

and Economic Development=s grant process. Fur<strong>the</strong>r information about <strong>the</strong>se and o<strong>the</strong>r grants<br />

<strong>the</strong> Commonwealth has available can be obtained from <strong>the</strong> publication: Catalog of State<br />

Resources for Local Government. It is published by <strong>the</strong> Department of Community and<br />

Economic Development.<br />
