esolution-A decision, opinion, policy or directive of a <strong>municipal</strong>ity expressed in a formally<br />

drafted document and voted upon.<br />

retained limit-A deductible amount specified in <strong>the</strong> insurance policy.<br />

restrictive covenant-A limitation on <strong>the</strong> use of land usually set forth in <strong>the</strong> deed. (Usually<br />

runs with <strong>the</strong> land and is binding upon subsequent owners of <strong>the</strong> property)<br />

retention schedule-See records schedule.<br />

revenue debt-Debt that is secured by pledges of specific revenues, usually those generated<br />

by <strong>the</strong> facility purchased or constructed by <strong>the</strong> debt.<br />

right-of-way-Strip of land owned by a government agency over which <strong>the</strong> public has right of<br />

passage such as streets, parkways, medians, side walks, easements and driveways<br />

constructed <strong>the</strong>reon.<br />

Road Turnback Program-A program of PennDOT, by which state-owned roads are turned<br />

back to <strong>the</strong> local <strong>municipal</strong>ity, usually accompanied by a contract to rehabilitate said road<br />

with special liquid fuels monies; annual maintenance funding for <strong>the</strong>se roads is at a greater<br />

rate.<br />

sanitary sewers-Pipes that carry only domestic or commercial sewage and into which storm<br />

, surface and ground waters are not intentionally admitted.<br />

self insurance-Setting aside of funds to meet losses, and accumulation of a fund to absorb<br />

self-liquidating debt-Any debt of <strong>the</strong> <strong>municipal</strong>ity which is payable solely from rents, rates<br />

or charges on users of facilities financed by such debt; any debt payable solely from special<br />

levies or assessments of benefits earmarked exclusively for <strong>the</strong> purpose of repaying <strong>the</strong> debt.<br />

Portions of all three major types of debt (general obligation, revenue, and lease rental) may<br />

be classified as self-liquidating.<br />

separation of specifications-A requirement by <strong>the</strong> Separation Act that <strong>the</strong>re shall be<br />

separate specifications and bids for particular categories of work in <strong>the</strong> construction of a<br />

public building. (Typically: general construction, heating/ventilating/air conditioning,<br />

plumbing and electrical)<br />

service exchange-An informal agreement by which one community performs a service for a<br />

neighboring jurisdiction in exchange for a service (see Agility Program)<br />
