performance audit-An independent, third-party review of management’s performance and<br />

<strong>the</strong> degree to which <strong>the</strong> performance of <strong>the</strong> entity meets pre-stated expectations.<br />

performance bond-Bond from a contractor which guarantees <strong>the</strong> work/services will be<br />

performed in accordance with <strong>the</strong> contract.<br />

personal privilege-The right of a member of <strong>the</strong> governing body to address <strong>the</strong> governing<br />

body on a question limited to cases in which his/her integrity, character or motives are<br />

assailed, questioned or impugned.<br />

piggyback purchase-Means by which <strong>municipal</strong>ities may purchase materials, supplies and<br />

equipment in accordance with contracts entered into by <strong>the</strong> Commonwealth of Pennsylvania;<br />

<strong>municipal</strong>ities may also “piggyback” on o<strong>the</strong>r government entity contracts.<br />

planning commission-A planning agency authorized by law to prepare and recommend<br />

plans for <strong>the</strong> development of physical, social, economic and cultural resources and facilities<br />

within a unit of government.<br />
