coinsurance-A policy provision requiring <strong>the</strong> property owner to insure a stated percentage of<br />

<strong>the</strong> property value in consideration of a reduced rate in order to avoid paying for part of <strong>the</strong><br />

loss.<br />

collector street-A street which collects traffic from local streets and connects with arterial<br />

streets.<br />

compliance audit-An examination of records and activities to determine if a unit is<br />

complying with applicable laws and regulations.<br />

comprehensive insurance-Insurance that covers, under one insuring agreement, all hazards<br />

within <strong>the</strong> general scope of <strong>the</strong> contract, except those specifically excluded.<br />

comprehensive plan-An evaluation of <strong>the</strong> past, present and future land use and development<br />

needs and desires of a <strong>municipal</strong>ity. (The Municipalities Planning Code requires that <strong>the</strong><br />

planning commission prepares this plan.)<br />

condemnation-The process of taking private property for public use through <strong>the</strong> power of<br />

eminent domain.<br />

conditional use-A use of a property permissible by <strong>the</strong> meeting of certain conditions set<br />

forth in <strong>the</strong> <strong>municipal</strong>ity’s zoning ordinance.<br />

conflict of interest-A term used in connection with a public official’s relationship to matters<br />

of private interest or personal gain and which prohibits participation in <strong>the</strong> discussion under<br />

decision.<br />

consanguinity-Of <strong>the</strong> same blood; related.<br />

consent agenda-A policy of <strong>the</strong> governing body to approve, in one motion, routine and/or<br />

non-controversial items, which can be determined prior to <strong>the</strong> meeting.<br />

consolidation-The creation of a new unit of government from two or more existing<br />

<strong>municipal</strong>ities These local governments cease to exist after consolidation.<br />

contingency-An appropriation of funds to handle unexpected events and emergencies which<br />

occur during <strong>the</strong> course of <strong>the</strong> fiscal year.<br />

contributory plan-A pension plan in which <strong>the</strong> employees are required to contribute some<br />

amount, usually a percentage of compensation, to <strong>the</strong> plan, in order to receive a benefit.<br />

cottage industry-See home occupation.<br />

council of government (COG)-A voluntary association of local governments, meeting<br />

regularly to exchange ideas and develop a common strategy to address regional problems.<br />
