As voluntary associations, members can withdraw at any time by <strong>the</strong>ir own actions, providing<br />

<strong>the</strong>y have fulfilled <strong>the</strong>ir contractual obligations. Members also are at liberty to determine<br />

individually whe<strong>the</strong>r or not to participate in a particular COG program. Generally, members cannot<br />

be compelled or forced to accept programs <strong>the</strong>y do not want.<br />

Councils of governments are found in some form in all 50 states. In Pennsylvania, 74 exist,<br />

involving more than 30 percent of <strong>the</strong> state's local governments. These COGs are organized on an<br />

intra-county basis involving cities, boroughs, townships, and home rule jurisdictions. Their policy<br />

and administrative organizations do not differ greatly from those used by COGs in o<strong>the</strong>r states. The<br />

legal basis used to create a COG in Pennsylvania is <strong>the</strong> Chapter of Act 177, (1996).<br />
