service transfer-One jurisdiction assumes complete responsibility for a specified service in<br />

ano<strong>the</strong>r community. The responsible <strong>municipal</strong>ity assumes policy, fiscal, and operational<br />

control.<br />

setback line-A line establishing a minimum allowable distance between <strong>the</strong> nearest portion<br />

of building projection and street/road right of way and/or lot line.<br />

single audit-An audit performed in accordance with <strong>the</strong> 1984 Single Audit Act - <strong>the</strong> Act<br />

allows or requires (depending upon amount of money involved) governments to have one<br />

audit performed to meet <strong>the</strong> needs of all federal grantor agencies.<br />

sinking fund-Established to account for <strong>the</strong> accumulation of money providing for <strong>the</strong><br />

retirement of bonds and <strong>the</strong> payment of interest.<br />

storm sewer-A conduit that carries storm and surface waters, but excludes sewage and<br />

industrial waste, o<strong>the</strong>r than unpolluted water.<br />

subdivision-The division of a single tract or o<strong>the</strong>r parcel of land into two or more lots.<br />

(Specific definitions will vary in specific ordinances or regulations.)<br />

subrogation-Acquiring rights of <strong>the</strong> insured by <strong>the</strong> insurance company for protection against<br />

third parties.<br />

surcharge-A court-ordered repayment of <strong>municipal</strong> funds deemed to be misspent by one or<br />

more <strong>municipal</strong> officials; usually brought upon by findings auditors.<br />

surety-An individual or company which guarantees faithful or honest performance under a<br />

bond.<br />

swale-A depression in <strong>the</strong> ground which channels runoff water.<br />

table-To suspend consideration of a pending action.<br />

tax anticipation note-Funds borrowed to alleviate a cash flow problem arising because<br />

budgeted taxes or revenues have not yet been received, but will be within <strong>the</strong> fiscal year.<br />

tax claim bureau-A county agency responsible for <strong>the</strong> collection of delinquent real estate<br />

taxes imposed by all taxing jurisdictions in a county. A tax claims bureau is mandated for all<br />

Pennsylvania counties, except Allegheny and Philadelphia.<br />

tax duplicate-The official list of all properties and persons taxable for <strong>the</strong> current year,<br />

indicating <strong>the</strong> amount of tax due on each. When issued to <strong>the</strong> tax collector, it is <strong>the</strong> legal<br />

authority for <strong>the</strong> collector to proceed to collect <strong>the</strong> listed taxes.<br />
