manager/administrator/<strong>secretary</strong> to any concerns or dissatisfactions with respect to performance. An<br />

effective relationship depends on good communication. There should be no "surprises."<br />

5. A periodic Aadministrative report" is prepared by <strong>the</strong> manager/administrator/<strong>secretary</strong><br />

for <strong>the</strong> elected officials which addresses what has taken place during <strong>the</strong> specified<br />

period inclusive of problems, things accomplished, emerging issues, progress on<br />

projects, personnel notes, financial matters, etc. This report is in a format which is easy<br />

for <strong>the</strong> manager to prepare and which allows for quick reading by <strong>the</strong> elected officials.<br />

Commentary<br />

When elected officials sense that <strong>the</strong>y are not being kept informed and <strong>the</strong>y do not believe <strong>the</strong>y know<br />

what is going on when <strong>the</strong>y feel <strong>the</strong>y are not on top of things-- or when <strong>the</strong>y sense that some know<br />

and o<strong>the</strong>rs do notC<strong>the</strong> relationship between <strong>the</strong>m and <strong>the</strong> manager/administrator/<strong>secretary</strong> can be in<br />

trouble. They will tend to get information, perhaps inaccurate information, through o<strong>the</strong>r channels.<br />

Effective, timely reporting can streng<strong>the</strong>n <strong>the</strong> elected officials' confidence in <strong>the</strong> manager/<br />

administrator/<strong>secretary</strong>. It can also reduce meeting time. For <strong>the</strong> person<br />

(manager/administrator/<strong>secretary</strong>) responsible for being in touch with what happens within <strong>the</strong><br />

<strong>municipal</strong>ity on a day-to-day basis, it provides a discipline that requires that he/she sort through and<br />

reflect upon <strong>the</strong> activities of <strong>the</strong> week, and put <strong>the</strong>m into perspective.<br />

6. The manager/administrator/<strong>secretary</strong> and governing body members do not permit<br />

problems, concerns, or disagreements to fester or go unspoken or unresolved.<br />

Commentary<br />

If <strong>the</strong> relationship between elected officials and <strong>the</strong> person charged with handling day-to-day activity<br />

is to flourish, issues and concerns must be dealt with in a fair, firm and forthright manner. The<br />

manager/administrator/<strong>secretary</strong> should know <strong>the</strong> will of <strong>the</strong> governing body and know when it is<br />

dissatisfied. He/she, on <strong>the</strong> o<strong>the</strong>r hand, must be frank with elected officials on what can and can not<br />

be accomplished within his/her areas of responsibilityCnot promise what can not be delivered.<br />

7. If it becomes necessary to dismiss <strong>the</strong> manager/administrator/<strong>secretary</strong>, it is done with<br />

adherence to his/her due process rights, with sensitivity to <strong>the</strong> personal, emotional, and<br />

financial costs associated with <strong>the</strong> dismissal action, and with <strong>the</strong> least public<br />

embarrassment possible.<br />

Commentary<br />

Thoughtless, mean-spirited, precipitous actions against a manager/administrator/<strong>secretary</strong> are wrong.<br />

Such actions run counter to three basic ethical mandates: "Do no harm." ABe fair." "Respect <strong>the</strong><br />

rights and dignity of individuals." Also, publicly airing ill feelings cheapens local government and<br />

all associated with it. While this standard does not seek to interfere with <strong>the</strong> prerogative of elected<br />

officials to hire and fire as necessary, it advocates that actions to terminate be taken after a timely<br />

evaluation of current circumstances.<br />
