7. For issues or problems expected to generate more than normal interest and extensive<br />

discussion, <strong>the</strong> governing body schedules special meetings/public hearings.<br />

Commentary<br />

Not infrequently, "hot" issues, particularly those related to zoning/planning/development matters, can<br />

consume an entire evening. When such items are included as part of a regular agenda, all parties can be<br />

disadvantaged. Such meetings usually last too long and attention to <strong>the</strong> item can be diverted while regular<br />

business is transacted. Citizens interested in hearing about or addressing <strong>the</strong> issue become discouraged,<br />

particularly if it is scheduled for discussion at <strong>the</strong> end of <strong>the</strong> meeting. And, members of <strong>the</strong> governing<br />

body generally will be in a better position to consider options and vote if high interest agenda items receive<br />

concentrated attention at a special meeting.<br />

8. Meetings are run efficiently and in a manner that respects <strong>the</strong> time of elected officials and <strong>the</strong><br />

public.<br />

Commentary<br />

Real skill must be exercised to draw a balance between <strong>the</strong> need for full discussion of <strong>the</strong> business before<br />

<strong>the</strong> governing body, and <strong>the</strong> normal tendency of some individuals to talk too much and/or bring up new<br />

items that are not part of <strong>the</strong> formal agenda. A well-run meeting requires self-discipline and a willingness<br />

to abide by rules governing <strong>the</strong> meeting. If meetings are running too long as compared to what being<br />

accomplished, elected officials should explore options and strategies that may move <strong>the</strong>m along. A<br />

consent agenda may help expedite a meeting. It permits routine and noncontroversial items to be approved<br />

by one motion.<br />

FACTOR: INTERNAL ORGANIZATION OF THE LOCAL GOVERNMENT<br />

Standards<br />

1. The <strong>municipal</strong>ity has legislatively adopted an administrative code which establishes <strong>the</strong><br />

government's internal organization, including <strong>the</strong> major functions and responsibilities of<br />

departments, boards, commissions and committees.<br />

Commentary<br />

The administrative code is a <strong>municipal</strong> ordinance which establishes <strong>the</strong> local administrative organization.<br />

It sets forth <strong>the</strong> administrative functions or services to be performed and <strong>the</strong> organizational structure to<br />

perform <strong>the</strong>m. It stands between or links <strong>the</strong> <strong>municipal</strong> charter/code and administrative/department<br />

operating procedures which are used to direct day-to-day operations.<br />

2. Written operating procedures have been developed for all major functions and services<br />

provided by <strong>municipal</strong> departments.<br />

Commentary<br />

Such written procedures provide performance standards for employees and appointed officials and specific<br />

procedures to direct <strong>the</strong> work of each group. They also define responsibility and accountability for all<br />
