Davis-Bacon Act: Where Federal funds are used to pay for more than 25 percent of <strong>the</strong><br />

total project cost of a contract for construction projects, when <strong>the</strong> total exceeds $2,000.00,<br />

wage rates and record keeping procedures are mandated under this law.<br />

Environmental Impact Statement Act: All invitations for bids for construction projects<br />

issued by <strong>the</strong> <strong>municipal</strong>ity must set forth those provisions of Federal and State statutes,<br />

rules and regulations dealing with <strong>the</strong> prevention of environment pollution and <strong>the</strong><br />

preservation of public natural resources that affect <strong>the</strong> projects.<br />

Impact Fees: Fees assessed, under an enacted Act 210 Ordinance, upon developers causing<br />

infrastructure adjustments to <strong>the</strong> community.<br />

Intergovernmental Cooperation Act: Authorizes two or more <strong>municipal</strong>ities to jointly<br />

cooperate in <strong>the</strong> exercise and performance of <strong>the</strong>ir respective governmental functions,<br />

powers or responsibilities.<br />

Local Government Unit Debt Act: Regulates <strong>the</strong> borrowing of most types of local<br />

government entities.<br />

Local Tax Enabling Act: Allows various <strong>municipal</strong>ities to enact non-real estate taxes such<br />

as: earned income or wage, per capita, occupation, occupational privilege, intangible<br />

personal property, real estate transfer, amusement/admissions, mechanical devices. Also<br />

provides special provisions for <strong>the</strong> City of Pittsburgh’s taxation.<br />

Motor Vehicle Procurement Act: Requires public bodies in Pennsylvania to purchase or<br />

lease only vehicles manufactured or assembled in North America. If a vehicle is assembled,<br />

but not manufactured in North America, it qualifies where a majority of <strong>the</strong> parts have been<br />

manufactured in North America.<br />

Municipal Authorities Act of 1945: Specifies <strong>the</strong> procedures by which a <strong>municipal</strong>ity<br />

creates and abolishes an authority.<br />

Municipal Pension Plan Funding Standard and Recovery Act: Ensures that all<br />

<strong>municipal</strong> pension plans are properly funded on a current basis, and that unfunded past<br />

liabilities are gradually eliminated; establishes a recovery program for financially distressed<br />

<strong>municipal</strong> pension systems; requires filing of actuarial reports every two years.<br />

Municipal Records Act: Governs <strong>the</strong> retention and disposition of <strong>municipal</strong> records.<br />

Municipal Waste Planning, Recycling, and Waste Reduction Act:<br />

Regulates landfills and specifies obligations to <strong>the</strong> <strong>municipal</strong>ity by <strong>the</strong> owner. Provides for<br />

recycling grants and mandates requirements for certain <strong>municipal</strong>ities to recycle. Provisions<br />

are enforced by <strong>the</strong> Department of Environmental Protection.<br />

Open Records Act: Governs access to all public records and documents.<br />
