The primary reasons for the delay are the lack of sufficient<br />

know-how and the necessary specialists, the time<br />

and effort needed to enter into cooperation and look for<br />

solutions with neighbouring municipalities, challenges<br />

to tender results, ill-defined aspects to waste handling<br />

network and waste handling system in certain areas.<br />

Over a period of 1.5 years (from the end of 2007 to<br />

middle of <strong>2009</strong>) the price of waste transport service on<br />

the so-called free market rose about 35%. At the same<br />

time, prices in organized waste transport areas have<br />

remained the same or grown by a few per cent as the<br />

service has been launched. In addition to stable prices,<br />

the price level in the given areas is on average 50% less<br />

than on the free market.<br />
