Demographic Profile of Senior in Wayne County, Michigan

SECTOR ANALYSIS
In 1997 the City of Detroit launched a community-wide effort called the Community
Reinvestment Strategy (CRS). This effort divided the city into 10 sectors (see Map
Appendix), as recommended by a previous land use task force study, and brought
together people who either worked or lived in these sectors to construct development
plans. These 10 sectors have continued to be used for planning purposes and service
delivery (i.e. the Health Department has moved its structure from Health Planning Areas
to CRS sectors).
The Detroit Area Agency on Aging, recognizing the importance of these sectors to the
City of Detroit, has chosen to use this geography as one of their levels of analysis 7 . In
order to bring the rest of Region 1-A’s territory into this analysis, two additional sectors
have been identified – one that combines Hamtramck and Highland Park, and the other
that includes the five Grosse Pointes and Harper Woods.
Population Trends
Only 1 of the 12 sectors experienced growth over the decade. Sector 9, located in the
near northwest area of the City grew by 9.9 percent – approximately 1,300 people. This
resulted in an increase in its share of Region 1-A’s population from 6.7 percent to 9.5
percent. Sector 10, situated just to the north of Sector 9, experienced the smallest loss of
the decade – 1.8 percent, or 230 people. The other two sectors on the city’s west side,
Sectors 7 and 8, experienced much larger losses but still fell below the citywide average.

While this analysis will further dissect the City of Detroit into its subcommunities and census tracts -
both of which allow for more detailed targeting – sectors provide a unit of analysis, in terms of both
population and land area, which is ideal for the structuring of service delivery.
