The State of Michigan measures the socioeconomic status of seniors by calculating each PSA’s share of seniors living below 150% of the poverty threshold. 2000 Census tabulations did not allow for poverty status calculations for the population 60+, as tabular age breaks were set at 55-64, 65-74 and 75+. Calculations made by the author estimated a decreasing rate of poverty (6.6 percent in 1989 and 6.1 percent in 1999) for seniors in PSA 1-C. In spite of this decrease, overall trends across the State, and the increase in total seniors in the region, resulted in an estimated increase in state share for the region from 7.2 to 8.1 percent. Since the Office of Services to the Aging (OSA) uses 150% of poverty as their measure of socioeconomic distress, the author also made calculations of this factor. Subsequent to these calculations, OSA requested that the Census Bureau produce a special tabulation at 150% of poverty. This special tabulation, essentially mirroring the author’s tabulation, showed that PSA 1-A’s State share was 8.4 percent, a rise in share over the straight poverty level calculations. The results for PSA 1-C are mixed. While their overall share of the State’s senior population decreased over the decade, its share of both minority seniors and seniors at or below 150% of poverty increased. The expectation is that final funding allocations should not show much change from the 1990-based funding. The remainder of this report details a wide variety of characteristics for seniors in each community in PSA 1-C. The Senior Alliance ® (TSA) is a private non-profit agency that was established in 1980, and designated by the Michigan Commission on Services to the Aging to operate as the Area Agency on Aging (AAA) for the 34 suburban communities 1 in Southern and Western Wayne County. In order to analyze the agency’s population base (persons 60 years and over), both with regard to current residential distribution and trends over time, we will look at both the region as a whole, in relation to the other 15 regions in the state, and its 34 component communities. 1 The 34 communities are as follows: Allen Park, Belleville, Brownstown twp, Canton twp, Dearborn, Dearborn Heights, Ecorse, Flat Rock, Garden City, Gibraltar, Grosse Ile twp, Huron charter twp, Inkster, Lincoln Park, Livonia, Melvindale, Northville, Northville twp, Plymouth, Plymouth twp, Redford twp, River Rouge, Riverview, Rockwood, Romulus, Southgate, Sumpter twp, Taylor, Trenton, Van Buren twp, Wayne, Westland, Woodhaven, and Wyandotte A Demographic Profile of Seniors in PSA 1-C 2
Total Population Trends At the State level we have analyzed Region 1-C in relation to the other 15 regions in the State. This analysis has concentrated on the major factors of: share of State’s population 60 years and over; share of State’s minority population 60 years and over; share of State’s population 60 years and over in poverty. The analysis has shown that, while increases in the region’s 60+ population resulted in an increase in State share between 1970 and 1990 (from 8.2 to 11.2 percent), the growth during the 1990s did not keep up with overall State growth and resulted in a decrease in share from 11.2 to 10.7 percent. The growth in State share that Region 1-C experienced during the 1970s and 1980s can be easily understood by examining the percentage growth in the population 60 and over. While the region’s total population was increasing by only 0.3 percent during the 1970s (3,307 persons), its elderly population grew by 47.1 percent, adding almost 42,000 to its 60 years and over total. This compared to a State increase of less than half – 19.9 percent. The recession years of the 1980s hit Wayne County very hard and led to a loss in Region 1-C’s total population. Nevertheless, the population 60 years and over continued to grow, adding almost 38,000 (28.9 percent) to its 1980 total. Once again this represented a rate of increase nearly twice that of the State. The decade of the 1990s brought a reversal to these trends, and thus resulted in the first drop in State share. While the Region’s total population grew faster than in either of the previous two decades, adding 127,000 persons or 2.8 percent, the population 60 years and over grew at half that rate – adding only 2,399 persons or 1.4 percent.
