mous within the Area Federation, as well as free and au<strong>to</strong>nomous within the Regional<br />

Federation.<br />

II. Associations, Local Federations, Trades or Allied Trades Federations and<br />

Area Federations. by virtue <strong>of</strong> being au<strong>to</strong>nomous, will administer themselves<br />

howsoever they may deem fit and they are <strong>to</strong> take up and implement all <strong>of</strong> the<br />

accords they deem necessary for achieving the purpose they set themselves.<br />

12. As every association enjoys freedom <strong>of</strong> initiative within its respective Federation,<br />

each and every member has a moral duty <strong>to</strong> advance whatever suggestions<br />

they see fit. and, once accepted by their respective Federation. this should<br />

be conveyed <strong>to</strong> the Federal Council so that the latter in turn may communicate<br />

it <strong>to</strong> all affiliated associations and Federations. fo r implementation by all which<br />

find it acceptable .<br />

... 16. The accords <strong>of</strong> this Congress, unless rescinded by a majority <strong>of</strong> associations<br />

party <strong>to</strong> the compact, are <strong>to</strong> be binding upon all associations currently affilialed<br />

and any which may join hereafter.<br />

... 18. This solidarity compact can at any time be revised by Congresses or<br />

through a majority vote <strong>of</strong> the Federated Associations; but the Federation entered<br />

in<strong>to</strong> is not open for discllssion as long as there are two associations left<br />

upholding this compact .<br />

parties. since. just as the latter organize with a view <strong>to</strong> conquering State power.<br />

we organize fo r the destruction <strong>of</strong> all bourgeois and political institutions until we<br />
