The anthropologists <strong>of</strong> our time do not accept such an argument. Instead <strong>of</strong><br />

making a sweeping generalization, they have paid much attention <strong>to</strong> the study <strong>of</strong>the<br />

cliltural traits <strong>of</strong> particular groups, which has led them <strong>to</strong> reject the proposition that<br />

without exception all nations have <strong>to</strong> go though the same social or ClIltural stages ...<br />

We also reject the proposition that there are necessary stages <strong>of</strong> economic<br />

progress. First, there is hardly any standard way <strong>to</strong> measure the unit <strong>of</strong>, for example,<br />

technology or economy, organization or type <strong>of</strong> commerce, or means <strong>of</strong> exchange,<br />

none <strong>of</strong> which can be seen as the basis for the economic stage <strong>of</strong>a nation. The stage<br />

<strong>of</strong> economic life includes a great number <strong>of</strong>interrelated fac<strong>to</strong>rs. Among them we cannot<br />

find a single fac<strong>to</strong>r that bears particular importance. The economy is very intricate,<br />

and a cultural complex includes not only economic but also psychological and<br />

social fa c<strong>to</strong>rs. More <strong>of</strong>ten than not these fac<strong>to</strong>rs can change the nature and fu nction<br />

<strong>of</strong> economic fac<strong>to</strong>rs in society. The same economic and technological conditions do<br />

not necessarily result in the same culture. It is true that economic life exercises its influence<br />

on culture, but economic life is not the fac<strong>to</strong>r that can change all social fa c­<br />

<strong>to</strong>rs; secondly, economic change, like his<strong>to</strong>rical change, has a strong system <strong>of</strong><br />

continuity, it is not so easy <strong>to</strong> create a division, and the change in different aspects <strong>of</strong><br />

the economy does not occur at the same rate. Very few groups in the world have gone<br />

through all the assigned stages without transcendence. The theory <strong>of</strong> economic<br />

stages, therefore, is as implausible as Morgan's theory <strong>of</strong> cultural stages.<br />

102. Li Pei Kan: On Theory and Practice (1921- 1927)<br />

Li Pei Kan (or Li Feigan) (1904-), writing under the name <strong>of</strong> Ba Jill (or Pa Chin), was one <strong>of</strong><br />

China's best known writers <strong>of</strong> the twentieth century. His novel, Family (Garden City: Anchor<br />

Books, 1972; originally published 1931), is a classic <strong>of</strong> modem Chinese literature. His pseudonym<br />

was a contraction <strong>of</strong> the Chinese names for Bakunin and Kropotkin. but he was particularly<br />

influenced by Emma Goldman, whom he described as his "spiritual mother." He<br />

corresponded wit/l her for many years and translated several <strong>of</strong> her and Alexander Berkman's<br />

writings in<strong>to</strong> Chinese. He played an active role in the Chinese anarchist movement and refused<br />

<strong>to</strong> joill either the Guomindang (Nationalist Party) or the Communist Party, unlike other<br />

prominent figures in the Chinese anarchist movement, such as Wu Zhihui (Selection 98), who<br />

collaborated with the Guomindang. The following excerpts are from articles Li Pei Kan published<br />

in the anarchist press during the 1920's. At the beginning <strong>of</strong> that decade, the anarchists<br />

were the most influential revolutionary group in China; by the end <strong>of</strong> that decade, they<br />

had been eclipsed by the Communists and suppressed by the Guomindang. The translations<br />
