At National level, the 1988 Census showed that Kilimanjaro had the highest literacy rate of 80.8 percent followed by Dar es salaam, 80.7 percent, while the lowest literacy rate was recorded in Shinyanga region (48.3 percent). Table LXIII below shows the percentage of literacy by region. Urban areas show a consistently higher literacy rate than rural areas. This is the national trend (Table XIV). 128
