Both open and disguised unemployment is a serious problem
facing all regions in the country. Kilimanjaro region is not an
exceptional to the rule, however, it tries hard to mitigate the
magnitude of the problem by encouraging emigration of the youth
out of the region. The 1988 census estimated umployment in the
region at 306,214 about 40.6 of the total labour force. Out of
306,214 unemployed, 176,096 were female. It is observed from
table VII that 54% of the unemployed were identified in the
districts of Moshi Rural and Hai. Moshi urban district was the
least in terms of unemployment rate at 9% of the total unemployed
population 10 years and above years of age.
