Response to cost sharing is yet to be described as satisfactory.<br />
Despite the concept being accepted in principle by most people,<br />
they are still unwilling to contribute voluntarily when they are<br />
required to do so. However, it has been observed that in the<br />
needy areas particulary in the lower zone where water is always<br />
scarce participation and contribution made by people is higher<br />
compared to the highlands where water is abundant.<br />
4.3.5 Rural Water Supply Scheme Inventory<br />
Base-line data survey on water supply schemes in <strong>Tanzania</strong> done<br />
in may 1993 and a recent revisit of schemes done in 1995 by the<br />
Ministry of Water Energy and Minerals indicates that there were<br />
1,853 functioning water points and 111 water supply schemes in<br />
<strong>Kilimanjaro</strong> region. The region has a total of 2197 water supply<br />
points/schemes. About 344 water points and water scheme were<br />
