Moshi Rural district has the highest percentage of its population<br />

getting clean water, 58% of the population served, followed by<br />

Same 44%, Rombo 41%. Hai, Mwanga and Moshi Urban<br />

districts have the least percentages with only 39, 38 and 36<br />

respectively.<br />

4.3.4 Water Schemes Management<br />

Management of water schemes in each district in the region is<br />

under the district councils, the villagers themselves through Village<br />

Water committees (VWC) and Board of water users and<br />

companies. To facilitate water management most of the villages<br />

have established Village Water Funds. The district engineer is a<br />

technical member both to the district councils and village water<br />

committees. For water schemes that serve more than one village,<br />

a ward water committee exist instead. By 1997 more than 70% of<br />

the villages had established village water committee (VWC) and<br />

more than a third of them had established village water funds<br />

(VWF), table LXXiX indicates.<br />
