. In turn, the District Authorizes are responsible for
overseeing health services delivered by dispensaries,
health centers and hospitals in the district.
4.2.3 Referral System
The referral system in the region is comprised of three basic levels.

Dispensaries
A dispensary is the first post in the district referral system.
A dispensary in accordance with national standard is
planned to serve between 5,000 and 10,000 persons. By
the end of 1997, Kilimanjaro region had 361 dispensaries,
out of which 131 dispensaries are owned by the
government and 230 privately owned (Voluntary
Agencies, Parastatal and Private).
Health Centers
A Rural Health Center (RHC) is the second level of
referral at district level. A Health Center is supposed to
cater for a population of 50,000 persons. The region by
1997 had 18, Health centers with a total of 393 beds.
Out of the 18 Health Centers, 15 are owned by the
government and 3 are in the private hands.
