High literacy rate of 74.1 percent was also observed in<br />
<strong>Kilimanjaro</strong> region in the 1978 Census results and the lowest rate<br />
was recorded in Shinyanga (33.2 percent). In addition, the 1988<br />
census data (Table LXIV) show that Arusha had the highest urban<br />
male literacy rate of 91.8 percent followed by <strong>Kilimanjaro</strong> with<br />
90.3 percent and Dar es salaam with 90 percent among the urban<br />
population. For the rural population <strong>Kilimanjaro</strong> had the highest<br />
male literacy rate of 84.5 percent followed by Iringa with 80.1<br />
percent and Ruvuma with 77.7 percent for <strong>Tanzania</strong> mainland.<br />
With regard to women literacy, <strong>Kilimanjaro</strong> takes the lead again<br />
with 75.7% and 83.6% in rural and urban population respectively.<br />
The encouraging high literacy rate being observed in the region<br />
could be a result of seriousness attached to education by the<br />
people of <strong>Kilimanjaro</strong>.<br />
4.2 HEALTH SECTOR<br />
4.2.1 Introduction:<br />
In terms of quantity health facilities are fairly well established in the<br />
region with each district having an equitable share. The period<br />
between 1961-1997 witnessed tremendous expansion of health<br />
facilities in the region. During the period dispensaries grew from<br />
18 to 361. Health centers also increased significantly by 950%<br />
from 2 in 1961 to 18 by 1997. And six new hospitals were<br />
constructed and operationalised. Table LXV summarizes growth,<br />
status and distribution of health facilities in the region.<br />
