Operativeness (which must be introduced before the expedition of the
Supreme Resolution of granting of the final concession).
The final concession was granted to the Hydroelectric “Santa Cruz S.A.C.”
through Ministerial Resolution 092-2009-MEM/DM of February 18, 2009.
On the other hand, the Water Resources Act (Law Nº 29338), aims to regulate the
use and integrated water management, the performance of the state and
individuals in such management, as well as in the goods associated with this. In
this context, the National Authority of Water (ANA) is the governing body and
the highest technical standards authority of the National Water Resources
Management and is responsible for conducting the necessary actions for
multisectoral and sustainable use of water resources by watersheds.
The National Authority of Water, was created in March 13 of 2008 by Legislative
Decree Nº 997 - Law on Organization and Functions of the Ministry of
Agriculture. It is a Technical Specialized Organism (S.D. N 034-2008 PCM),
attached to the Ministry of Agriculture, becoming budgetary sheet with legal
personality of public law.
After the corresponding negotiations, the Directorial Resolution D.R. Nº 0302-
2010-ANA-DARH of the National Authority of Water (ANA) grants the
Hydroelectric Company “Santa Cruz” licensing of water use for energy purposes.
2.3.5 Technological Aspects
Technical and of Interconnection Features
The project consists of a water inlet with an average water flow of 6,5 m 3 /s to a
maximum of 8 m 3 /s. The river water is perceived at 2 226 m.a.s.l. through a
driving canal of 1 598.42 m long with a slope of 1.5/1000, before being
discharged at 2 223.79 m.a.s.l. through a pressure pipe of 397 meters that lead
water into the powerhouse with nominal net height of 113 m. After being
turbined, the water is returned to the river through a channel of 43.2 m, at an
altitude of 2104.5 m.a.s.l. (MEM, 2011f).
The powerhouse consists of 02 Francis turbines of 3.17 MW nominal capacity
each one, coupled to its respective generator of 3 750 kVA. The station is
connected to the SEIN by the “Santa Cruz” substation at a voltage of 66 kV,
which is interconnected to the distribution line “Huallanca – Caraz” that belongs
to the company “Hidrandina”.
As for water turbines, they were given by a local supplier (GCZ Ingenieros), who
has over 20 years of experience in developing this equipment. In regard to
electromechanical equipment, they were purchased from recognized suppliers in
the international market, which was a condition for granting the funding.
