1. Which were the objectives to achieve
Being pioneers in the introduction of the technology of wind power generation,
contributing with the diversification of the energy matrix.
2. What was the main reason to implement the project
Participate in the electricity sector with a profitable and sustainable project.
3. Which were the barriers to face to in the development of the project and how
could they be overcome
Economical and Financial
In the financial field, the uncertainty of the resource and unknowledge of the
goodnesses of technology generated distrust and caused the rise in of guarantees
and risk coverage.
Normative and Regulatory
During the phase in which the project took part in the RER auction, the normative
had not yet clear the applicability of some conditions, specifically regarding the
Correction Factor that applies as a hardship over the RER generator, when this
does not fulfill its duty of supplying part of the Awarded Energy, which results in a
double hardship, that due to the uncertainty of the renewable resources could cause
a serious damage to the profitability of RER projects.
Technological
In the technological aspect, it can be seen that there is a lack of adaptation from the
SEIN to the entrance of generation stations with renewable sources, being observed
deficiencies of infrastructure (transmission), control (improvement of information
systems) and training (ignorance of technology).

Another found barrier was the existence of excessive institutional procedures that
cause delays in the commitments assumed by the project. This becomes evident in
the lack of a specific procedure by type of generation, that he guarantees that times
for the revision of the documents not exceed from a reasonable time. Regarding
this, it should be speeded up what concerns to the environmental and archeological
themes, than in most of cases that involve this technology they do not have greater
relevance.
4. Which positive aspects of the normative-regulatory frame were determining
for the decision to develop the project
The fundamental aspect was the signature of long-term contracts at a flat rate,
which guarantees in some way the profitability of the project and the return of
investment.
