company and introduced a modern management implementing a continuous
improvement system until now (AIPSAA, 2011c).
Beneficiaries
Direct beneficiaries of the project are the inhabitants of Paramonga, which is a
city located around the production plant of AIPSAA and which existence and
sustainability depend on the company.
The presence of the sugar company in the zone has been modifying progressively
the landscape and the city organizing, as it propitiated the creation of new sectors
in the city which were clearly designed to keep a specific function among people
that worked at the plant.
Because its productive nature, the company benefits not only local people, but
also surrounding communities sugar cane-producers, which is a raw material not
only for industrial production, but also for obtaining bagasse from cane that
serves as fuel.
Regarding Financiers
The project was executed through the mechanism of financial leasing or
“Leasing”. The entity that took part in financing was the “Banco Interamericano
de Finanzas” (BIF) (MEM, 2011b).
The BIF is part of the Spanish business group “Ignacio Fierro” (Group IF), which
counts on experience in Spain, United States, Central America and South
America. In the Peruvian case, the the BIF keeps important investments on
industrial, agroindustrial, commercial, real-estate and of financial services sectors.
These businesses have been developed for 50 years in Peru.
2.4.4 Legal Aspects
The company “Agro Industrial Paramonga S.A.A.”, within its business
development plans and improvements in efficiency and use, began the
implementation of its Cogeneration Station in January 2009, and enter into
commercial transaction on March 17, 2010.
As in the case of all the generation stations based on renewable and non
renewable resources, the Article 4º of the ECL, point out that it is required the
authorization to develop thermal generation activities, when the installed power
was superior to 500 kW. The requirements to access to this authorization are
shown in the Chart Nº 60.
