estimated production of 33 GWh/ year. The total power generation is put in the SEIN
and settled at 55 US$/MWh (OSINERMIN, 2011a), which was the sale price of this
station at the first renewable energy auction. It is expected that the project displaces 21
082 tons of equivalent carbon dioxide (CO 2 e) per year and 147 574 tons of CO 2 e for
the first period of accreditation, generating an equivalent quantity of CERs (MINAM,
2011a).
The “Paramonga I” cogeneration station, its part of the production plant of the
Agroindustrial Company “Paramonga S.A.A” (AIPSAA) and it is located in
Paramonga District (Barranca Province, Department of Lima). The project consists of a
power generation station with extraction - condensation steam turbine, which has an
installed capacity of 23 MW, using the bagasse produced on its industrial procees as a
fuel. The thermal power station of Paramonga got into commercial transaction in
March of 2010, with an estimated annual energy production of 115 GWh / year. The
whole power generation is put in the SEIN and settled at the sale price of 52, 00
US$/MWh. (OSINERMIN, 2011a). Developers expect that the project will displace 85
300 tons of CO 2 e per year and a total of 170 600 tons of CO 2 e for the first accreditation
period, generating an equivalent quantity of CER's (MEM, 2011b).
After the analysis of the study cases, there were identified the barriers that have arisen
and the measures to get over them. Everything was expressed in a number of learnt
lessons to finally get the following conclusions:
• The private sector is investing with highly interest in the implementation of
renewable energy projects, due to the clearly game rules established by the
State.
• Projects tend to take advantage of the RER regulation through to the sale of a
percentage of the SEIN demand and the participation in “auctions of renewable
energies”. They are successfully meeting their objectives regarding this
commitment.
• The auctions mechanism is an effective instrument of investments promotion,
however some developers point out that there are some aspects that are still
need to be improved.
• Entities in charge of provide funding, for risk and guarantee reasons, tend to
finance only a part of the capital when the developer of the project is a little
investor.
• Because of the use of local resources, mostly all of the projects are in subject to
coordination with local population to examine the benefits and environmental
impacts that could take place.
• There is a temper of collaboration between companies that already count on
well-developed projects and the ones that are in the process of developing them
to provide assistance and information of the way forward.
