CER's in projects CDM (own and from others), collaborates in joint projects,
intermediates in processes of purchase- sale, provides consultory and advisory
services for projects managed by other agents and negotiate Endesa's
participations in Carbon Funds.
Tariffs
The H.P.S. “Santa Cruz II”, was one of the 18 projects awarded in the first
auction of renewable energies (convoked in October 2009 and whose awarding
took place in February 2010). The price of the energy that was offered by this
station in the auction of Renewable Energies amounted to 55 US$/MWh.
(OSINERGMIN, 2011a). That price corresponds to the awarding tariff arranged
by the OSINERGMIN.
Regarding the energy surplus that could be injected after fulfilling its contractual
commitments, this will be liquidated at the Instantaneous Marginal Cost of the
SEIN. For referential values, the minimum marginal cost recorded during 2010
amounted to 16.60 U.S. $ / MWh, the maximum marginal cost to 24.55 U.S. $ /
MWh and the annual average marginal cost to 21.44 U.S. $ / MWh (COES,
2010).
2.3.7 Social Aspects
As part of the elaboration process of the Environmental Impact Assessment
(EIA), several informative workshops were orgized with local communities
(UNFCCC, 2006).
The process of local consultation began when the developer of the project
organized a meeting on September 12, 2008 in the community of “Colcas”, with
the participation of the local authorities and public in general. The attendance list
to this meeting includes: The president of the community of “Colcas” and more
than two thirds of the community.
For the developer of the project, these consultations are fundamental to establish a
communication channel between local stakeholders, like the members of the
community of “Colcas” and the authorities of the Ministry of Agriculture.
Consultations were aimed at meeting the interests of the developer of the project
with the interests of the local community. With this in mind, the project developer
explained to the community the objectives, scope and commitments of the project
regarding local stakeholders and the environment.
Initially, the community was concerned that the current Peruvian Legal
Framework would not allow the locals could sell the land that would be used for
the Project. Likewise, the community expressed its concern that some irrigation
channels could be affected, consequently resulting in decreased supply of water
for local crops.
