of Greenhouse Gases – GHG, may purchase Certified Emission Reductions
(CERs) of projects executed in developing countries. Peru could benefit from this
mechanism because it ratified the Kyoto Protocol.
The CDM recognizes the global environmental service of mitigation or absorption
that is taking place at the developing countries for which the eligible projects
should fulfill a series of basic requirements as: Contribution to the sustainable
development, permanence of reductions and additionality. The stages for the
development of CDM projects are shown in the Graphic Nº 23 and are detailed in
the following paragraphs:
1. Identification of the Project. It is usually prepared a profile for a previous
evaluation and determined if it is worth continuing with advanced studies.
2. Preparation of the Project Idea Note (PIN). Document with more detailed
information used to initiate negotiations of a future sale of CERs.
3. Preparation of the Project Design Document (PDD). It is presented
technical and organizational information of the activities of the project, being
the main input for validation, record and verification. It is described the base
line methodology, estimates of reductions and the protocol of the project’s
monitoring, as well as environmental impacts and comments of the
community that has been informed about the project.
4. The Approval Procedure of Host Country. It is managed by the Designated
National Authority (AND), which obtain information and summon an Ad Hoc
Committee to evaluate if the project contributes to the sustainable
development of the country. If the evaluation is positive, it is emitted the
Approval Letter of the Host Country.
5. The Validation. It is the previous step to the Registration in Executive Board
of the CDM of UNFCCC. It iscarried out by a Designated Operational Entity
(DOE) authorized in front of the executive board. Then the project is
registered by the Executive Board; however, it can be observed and passed to
a revision period, of which it would be registered or refused. Before emitting
the Validation Report of the executive board of the CDM, it is necessary to
count on the Approval Letter of the Host Country.
6. Implementation and Monitoring of the Project. It is realized by the
proponent of the project in the phase called “implementation” to facilitate the
later verification.
7. The Verification/Certification: A DOE accomplishes the verification of the
monitorings reports made by the proponent of the project and finally prepare a
Verification Report and a Certification Report to be sent to the executive
board of the Executive Board of the CDM. In such report it is established the
