2.6 Government Representatives Declarations about Renewable
Energies Projects
In this section there are compiled comments obtained from interviews to the
General Director of Electricity and to the Manager FONER’s project of the
Ministry of Energy and Mines regarding the development of renewable energies
in our country.

Which initiatives have been taken or are being taken by the Government in
order to promote renewable energies
As promoter mechanisms, they have been enacted The Law to Promote Investment
in Electricity Generation with Renewable Energies (L.D. Nº 1002) and its
Regulations (S.D. Nº 050-2008 MS) and as executing mechanism there have been
implemented the auctions.
Do you think that in recent times it is given greater importance to the inclusion
of renewable sources in our energy matrix Which do you believe is the reason
for this
From a conceptual point of view yes I do, for its great potential and for being a
clean source of energetic provisioning.
However, from the economical point of view, there is certain resistance to
incorporate them, due to its negative influence on the energy tariffs.
According to your appreciation, which are the barriers presented in the
development of projects based on renewable sources
One of the main barriers in terms of financing could be that national investors do
not have financial backing, so they turn to big companies of foreign capital and
associate with them to execute projects. Another barrier is the requirements
demanded by the local finance entities to grant credits. However, the present-day
outlook shows a bigger opening of the financial bench in terms of attention of
energetic projects.
We could say that there are not normative barriers, but it could be consider a
regulatory barrier the limited penetration capacity given to generation's
technologies based on renewable sources inside auctions. This is sustained by its
impact inside the National Interconnected Electrical System.
As for barriers or technological limitations, geothermal power presents more
difficulties, because explorations have not been well developed in terms of
perforations to determine with certainty the resource which is basic for the
project’s development.
In addition, the technology based on the use of the solid urban wastes (garbage),
